Board Meeting Minutes

April 13, 2011

10:00 a.m.



A meeting of the Land Bank Authority Board was held on April 13, 2011 in the

City Council Conference Room, Plaza Level of the Columbus Consolidated

Government Center.

Board Chair Justin Krieg called the meeting to order. A Quorum was present.

Minutes of the March 2, 2011 meeting were approved as presented.



Updates on Outstanding Items



In-Rem Ordinance

Board Chair Justin Krieg has not presented the In-Rem Ordinance to City Council

yet; he first needs to get on the Work Session Agenda of Council to give an

overview of the Columbus Land Bank Authority to City Council.



Board Chair Justin Krieg has sent a letter to the City Manager and copied the

Mayor and Deputy City Manager David Arrington, requesting consideration for

additional funding to the CLBA in FY2012 budget. The letter included a copy of

the CLBA summary packet adopted by the Board.



City Council Work Session

Board Chair Justin Krieg will send a letter requesting placement on the next

City Council Work Session agenda to give Council a summary of the CLBA. The

next City Council Work Session will be on Tuesday, May 31, 2011. Deputy City

Manager David Arrington will place the overview of the Columbus Land Bank

Authority on the City Council Work Session agenda.



Non-Profit Status

Board Chair Justin Krieg and Deputy City Manager David Arrington met with

Attorney Jacob Beil regarding setting up the non-profit status for the Land

Bank Authority and gave him an overview on how the Board sees the operation as

a non-profit i.e., receiving donations of property. Attorney Beil has what he

needs to move forward and will contact John Harris, Council for the Macon-Bibb

County Land Bank Authority for any additional information.

Habitat for Humanity Proposal



The Columbus Land Bank Authority received a letter from Ken Henson of Habitat

for Humanity, along the lines of the Developers page adopted by the CLBA Board.

With City Council approval, the City will transfer 10 vacant City owned lots to

the Land Bank Authority. In turn, the Land Bank Authority will transfer those

lots to Columbus Habitat for Humanity for residential development during their

March 2012 Collegiate Challenge Blitz. Habitat will convey 2 other lots to the

Land Bank Authority for development at a future time. As a condition of the

transfer, Habitat will be asked to retain the Title and continue maintenance

(i.e., mowing, trash removal, etc.), until the CLBA identifies a specific use

for the 2 lots. In addition, any legal expenses incurred in the transfer of

the lots will be paid by Habitat for Humanity. Board Chair Justin Krieg will

send a letter to Habitat for Humanity noting the requested stipulations for the

2 lots Habitat will transfer to CLBA.



Motion was made by Board Member Thomas Gristina to proceed with the transfer(s)

as stated above. Motion seconded by Carson Cummings. Motion passed unanimously.



Deputy City Manager David Arrington asked Mark McCollum to get a letter from

the Columbus Land Bank Authority requesting the transfer of the City owned

property to the Land Bank and then put together a resolution for City Council

review and action at the next City Council meeting (April 26th).



Land Bank Focus Areas



Mark McCollum will provide a map of the redevelopment areas within the City and

email it to all Board Members by next Wednesday, April 26th.



On April 20th there is going to be an Intra-City tour of redevelopment area

neighborhoods by the Mayor and the Mayor?s Neighborhood Stabilization and

Improvement Commission. Board Chair Justin Krieg expressed an interest in

taking the tour if room permitted.



Land Bank Conference



Board Chair Justin Krieg said he received information that there will be a 2

day Land Bank Conference in Detroit, MI on June 6, 7, 2011. Justin asked if

anyone on the Land Bank Board or within the City would be interested in

attending. Board Member Thomas Gristina thought Board Chair Justin Krieg would

be a good representative for the CLBA. Board Chair Justin Krieg said he would

be able to attend if no one else is interested in making the trip. He also

stated that some financial support for registration might be available through

the Historic Columbus Foundation. Any additional expenses would be paid by the

CLBA.



Board Member Thomas Gristina made a motion to send Board Chair Justin Krieg to

the Land Bank Conference in Detroit, MI. Motion seconded by Douglas Bryant.

Motion passed unanimously.

Old/New Business



The owner of the 2407 Gould Avenue property wants to ?give away? the property.

Board Chair Justin Krieg feels this would be a good property for the CLBA to

obtain and then talk to NeighborWorks about the possibility of rehabilitation

of the property for resale or rental. Board Chair Justin Krieg will contact

the property/homeowner and NeighborWorks Columbus to get more information. The

weed liens would have to be paid or request made to have the liens removed.



Board Member Carson Cummings made a motion to move forward to obtain the Gould

Avenue property. Seconded by Board Member Douglas Bryant. Motion passed

unanimously.



The next meeting will be on Wednesday, May 4, 2011.
