SUBJECT: Standing Boy Creek Emergency Access Road Intergovernmental
Agreement

Recommendation: Approval is requested to enter into an intergovernmental
agreement with the Georgia Department of Natural Resources for operational
support and maintenance of an emergency access road at Standing Boy Creek State
Park.
Background: The property insurance premiums in the Green Island Subdivision
area have increase significantly due to the changes in ISO rating after
determining the area was outside the 5 road mile radius of Station 14.
Analysis: Staff has been working with the Department of Natural Resources to
develop an emergency access road through the state owned Standing Boy Creek
State Park. This road would allow the reduction of the rating and thus lower
the insurance premiums for those residents in the Green Island Hills area. The
road would be utilized for emergency access only. Plans are currently being
developed for the construction of the road and dam improvements. This must be
completed, approved and permitted prior to the final execution of the
agreement.
Financial Considerations: The estimated cost to construct the road is
$101,000. Funds are available in the LOST Road Infrastructure Funds.
Projected Annual Fiscal Impact Statement: The road will be maintained by the
Public Works Department.
Legal Considerations: The City Attorney has reviewed and approved the
agreement with the Georgia Department on Natural Resources.
Recommendations/ Actions: Approve the resolution authorizing the City Manger to
enter into an intergovernmental agreement with the Georgia Department of
Natural Resources for the operational support and maintenance of an emergency
access road at Standing Boy Creek State Park.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTERGOVERNMENTAL
AGREEMENT WITH THE GEORGIA DEPARTMENT OF NATURAL RESOURCES FOR THE CONSTRUCTION
AND MAINTENANCE OF AN EMERGENCY ACCESS ROAD IN THE STANDING BOY CREEK STATE
PARK.
WHEREAS, it is desirable for the City to construct an emergency access road
through the Standing Boy Creek State Park in order to reduce emergency response
times and thus the ISO ratings for property insurance; and,
WHEREAS, the park is currently owned and operated by the State of Georgia
Department on Natural Resources; and,
WHEREAS, the Department of Natural Resources has approved the proposed
improvements and has granted the City the right to use, operate and maintain
the Road for the purposes expressed.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a
intergovernmental agreement with the Georgia Department of Natural Resources
for the construction and maintenance of an emergency access road in the
Standing Boy Creek State Park. The estimated cost to construct road is
$101,000. Funding is available from the Capital Improvement Program LOST Road
Infrastructure Funds.
