SUBJECT: Memorandum of Understanding Chattahoochee Valley Area Chapter

of the Southern Off-Road Bicycle Association (CVA SORBA)



INITIATED BY: Parks and Recreation Department







Recommendation: Approval is requested to enter into a Memorandum of Agreement

with CVA SORBA to maintain, promote and provide usage of the existing mountain

biking trails located at Flat Rock Park in partnership with the Parks and

Recreation Department.



Background: The CVA SORBA through a partnership with Parks and Recreation will

maintain, promote and provide usage of these trails at no cost to the City.

This trail is used for mountain biking and special events.



Analysis: This MOU will continue until midnight on December 31, 2016. Either

party may terminate this MOU upon 30 days advance written notice to the other

party.



Financial Considerations: There is no cost to the City under the terms of the

MOU.



Projected Annual Fiscal Impact Statement: There is no cost to the City under

the terms of the MOU.



Legal Considerations: Council must authorize the Memorandum of Understanding.



Recommendations/ Actions: Approve the resolution authorizing execution of the

Memorandum of Understanding with CVA SORBA to maintain, promote and provide

usage of the biking trail at Flat Rock Park.













A RESOLUTION

NO. _____

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF AGREEMENT

WITH CVA SORBA WHEREIN CVA SORBA WILL MAINTAIN, PROMOTE AND PROVIDE USAGE OF

THE EXISTING MOUNTAIN BIKING TRAILS LOCATED AT FLAT ROCK PARK IN PARTNERSHIP

WITH THE PARKS AND RECREATION DEPARTMENT.

WHEREAS, the CVA SORBA is going to provide labor, materials and all associated

costs with maintaining, promoting and providing usage to an existing bicycle

trail at Flat rock Park; and,

WHEREAS, members of CVA SORBA have received formal training regarding the

maintenance of this trail and will continue to do so; and,



WHEREAS, upkeep and maintenance of the trail will bring a new and invigorated

user group to the park; and,



WHEREAS, entering into this Memorandum of Understanding will be at no cost to

the City and as per the MOU, all maintenance and cleaning of the trail will be

handled by the CVA.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute a Memorandum of

Understanding with the CVA SORBA wherein CVA SORBA will maintain, upkeep,

promote and provide usage of the mountain biking trails at Flat Rock Park in

partnership with the Coumbus Consolidated Columbus for promoting the sport of

mountain biking.
