SUBJECT: Substance Abuse/Mental Health Services Grant



INITIATED BY: Superior Court







Recommendation: The Muscogee County Mental Health Court, Veterans Court and

Adult Felony Drug Court recommend that the Mayor and Council authorize the city

manager to submit a grant application for $400,000 to Substance Abuse and

Mental Health Services Administration and if approved authorize the courts

collaborative to engage community treatment providers and recovery providers to

address behavioral health needs of adults involved in the criminal justice

system and amend the Multi-Government Fund by the grant amount. No local match

is required for this grant.



Background: This grant program is a new approach to adult treatment drug court

and ex-offender reentry grant programs and to mental health systems

transformation grants programs (including jail diversion for individuals with

mental health needs. Previous adult drug court and offender reentry grants

funds have focused resources on expanding or enhancing treatment services to

those individuals with substance abuse/use treatment needs, and using funds

for jail diversion for individuals with mental health conditions to change

processes for dealing with individuals with behavioral health conditions. This

new approach combines previous and current criminal justice ? treatment linkage

programs with infrastructure planning and development activities to create new

court and community networks to transform the behavioral health system at the

community level.



Analysis: The Courts Collaborative is prepared to review the capabilities of

community treatment providers and recovery treatment providers and develop a

network of services for adults engaged in the criminal justice system.



Financial Considerations: This grant will be in the amount of $400,000 for a

three year period.



Projected Annual Fiscal Impact Statement: This is a three year grant which

does not obligate the Columbus Consolidated Government to continue the program

when the grant expires.



Legal Considerations: The Columbus Consolidated Government is eligible to

receive funds from the Substance Abuse and Mental Health Services

Administration.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION IN THE

AMOUNT OF $400,000 TO THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES

ADMINISTRATION TO PROVIDE SUPPORT TREATMENT AND RECOVERY FOR ADULTS WITH

BEHAVIORAL HEALTH CONDITIONS TO IMPROVE PUBLIC HEALTH AND PUBLIC SAFETY BY

TRANSFORMING THE BEHAVIORAL HEALTH SYSTEM AT THE COMMUNITY LEVEL AND IF FUNDED

AUTHORIZE THE COURT COLLABORATIVE TO ENGAGE COMMUNITY TREATMENT PROVIDERS AND

RECOVERY PROVIDERS TO BETTER ADDRESS THE BEHAVIORAL NEEDS OF ADULTS WHO ARE

INVOLVED IN THE CRIMINAL JUSTICE SYSTEM. NO LOCAL MATCH IS REQUIRED. AMEND

THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.

WHEREAS, the Substance Abuse and Mental Health Services Administration is

accepting applications for grants of $400,000 under the Justice and Mental

Health Collaboration Program. This grant program is a new approach for adult

treatment drug court and ex-offender reentry grant programs and to mental

health systems transformation grants programs. Previous adult drug court and

offender reentry grants funds have focused resources on expanding or enhancing

treatment services to those individuals with substance abuse/use treatment

needs, and for jail diversion for individuals with mental health conditions to

change processes for dealing with individuals with behavioral health

conditions. This new approach combines previous and current SAMHSA criminal

justice ? treatment linkage programs with infrastructure planning and

development activities to create new court and community networks to transform

the behavioral health system at the community; and,

WHEREAS, the Columbus Consolidated Government is eligible to receive $400,000

in funding, with no local match required; and,

WHEREAS, the purpose of the Behavioral Health Treatment Court Collaborative

grant program is to allow State and local criminal and dependency courts

serving adults more flexibility to collaborate with the other judicial

components and the local community treatment and recovery providers to better

address the behavioral health needs of adults who are involved with the

criminal court system; and,

WHEREAS, the Courts collaborative will review service provided by community

treatment providers and recovery providers to develop treatment and recovery

networks. These networks will allow communities to meet the needs of

individuals with substance abuse and mental health disorders who are engaged

with the criminal justice system.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the Mayor and Council hereby authorizes the city manager to submit a grant

application in the amount of $400,000 to the Substance Abuse and Mental Health

Services Administration for the purpose of developing and expanding behavioral

health treatment court collaborative and if funded authorize the court

collaborative to engage community treatment providers and recovery providers to

better address the behavioral needs of adults who are involved in the criminal

justice system. No local match is required. Amend the Multi-Governmental Fund

by the amount awarded.
