SUBJECT: Parking Restrictions on Billings Road

Recommendation: Approve the attached ordinance that establishes a ?No

Parking Anytime? zone on Billings Road between Brittany Drive and Old Dominion

Road.



Background: The Fall Line Trace crosses Billings Road approximately midway

between Brittany Drive and Old Dominion Road. Cyclists and pedestrians

frequently park their vehicles along the shoulder of Billings Road to access

the Trace. These parked vehicles restrict visibility for other cyclists and

pedestrians on the Trace as they attempt to cross Billings Road. Likewise, the

parked vehicles also restrict the ability of the drivers on Billings Road to

see the approaching cyclists and pedestrians.



Analysis: ?No Parking Anytime? zones are needed along both shoulders to retain

the proper sight distance at the intersection of Billings Road and the Fall

Line Trace.



Financial Considerations: All costs to install the ?No Parking Anytime? signs

will come from the Traffic Engineering Division?s operating budget.



Projected Annual Fiscal Impact Statement: All costs to repair/replace

vandalized or damaged signs shall come from the Traffic Engineering Division?s

operating budget.



Legal Considerations: All traffic ordinances require Council approval.



Recommendations/Actions: Approve the proposed ?No Parking Anytime? ordinance

for Billings

Road.
