Board Meeting Minutes

June 5, 2013

10:00 a.m.



A meeting of the Land Bank Authority Board was held on June 5, 2013 in the

Deputy City Manager?s Conference Room at the CCG Annex Building.

Call to Order/Establish Quorum



Board Chair Justin Krieg called the meeting to order. A quorum was present.



Approval of Minutes March, April, May 2013



Board Member Lance Hemmings made a motion to approve the March, April, May,

2013 Minutes as presented. Board Member Carson Cummings seconded the motion.

The motion passed.



Financial Update



Board Chair Justin Krieg reported that the balance of Land Bank funds remains

the same.



Review/Discussion from Worksession Tour April 10, 2013



Everyone agreed the work session tour the Land Bank Authority took on April

10th was very successful in determining areas for future property acquisition.



NSP Funding (Neighborhood Stabilization Program)



There is potential for the Land Bank Authority to take advantage of some

program income from the Neighborhood Stabilization Program (NSP) funds. The NSP

funds are Federal money that was invested in the community. Money has come back

to the City and needs to be reinvested within the City with some stipulations.

The Land Bank Authority has the authority and ability to tap into those funds

for property acquisition, some stabilization and some maintenance in specific

areas. There are specific properties that we can use those funds for.



Cathy Williams from NeighborWorks Columbus made a suggestion to Amy Carbajal,

Community Reinvestment Director, to have NeighborWorks Columbus assist in the

rehabilitation process of any Land Bank Authority property acquisitions through

the Neighborhood Stabilization Program funds. The Land Bank Authority would

acquire the property then turn it over to NeighborWorks Columbus to do the

rehabilitation work.

Board Chair Justin Krieg, suggested that Cathy Williams come to our next Board

Meeting in July. The general consensus was that it would be beneficial to the

Board. Board Chair Justin Krieg said he would get in touch with her and invite

her to the next meeting.



5836 Pratt Avenue



Board Chair Justin Krieg hired a maintenance contractor to cleanup the yard as

best as possible, considering the condition of the property. The interior of

the house is in very poor condition with a great amount of debris and trash

that needs to be completely removed before any other cleanup can take place

inside. After a great deal of discussion, the Board agreed that after the

interior debris is removed, the inside should be basically gutted and taken

down to the bare studs. The property will then be put on the market to sell to

a low-moderate income homeowner or to an investor for rehabilitation with the

end user being either a low-moderate income renter or homeowner.



Determination was made by the Board that the locks need to be re-keyed, all

debris and trash removed from inside, carpet torn up and removed and possibly

after an evaluation of the condition, a screened-in back porch taken down. The

Board discussed how much money they felt it would take to proceed in the

cleanup. The amount of $5,000 was determined to be the maximum that should be

spent. Board Chair Justin Krieg and Board Member Steve Anthony will go to the

property to make a final evaluation then get estimates before any funds are

spent for the work.



Board Member Susan Cooper made a motion to accept the $5,000 as the limit of

what should be spent for a locksmith, interior cleanup, and possible removal of

the screened-in porch with the authorization to move forward and hire the

workers needed once the final evaluation is complete. Board Member Steve

Anthony seconded the motion. The motion passed unanimously.



Hannan Elementary Garden/Neighborhood Connection



Two or 3 of the properties owned by the Land Bank Authority in the East

Highlands area are vacant lots with small shotgun houses on them. The Board

would like to give those lots to the School District. The lots could be turned

into a garden or used as an access point for the school with a gated fenced

grass area with a few trees planted.



Board Member Lance Hemmings will contact Laurie Watt and Hannaan Elementary

School for their input on the lots.



Old/New Business



The next Land Bank Authority Board Meeting will be on Wednesday, July 3, 2013

at 10:00 a.m.
