Agenda Item #
Columbus Consolidated Government
Council Meeting
February 9, 2016
Agenda Report #
TO: Mayor and Council
SUBJECT: Property Disposition ? Vacant Property at 3645 St. Marys Road
(tax map 065 029 021)
INITIATED BY: Department of Community Reinvestment
Recommendation: Approval is requested to declare vacant property at 3645 St.
Marys Road a/k/a 065 029 021, as surplus and authorize the sale of .27 acres
+/- in Columbus, Muscogee County, Georgia (see attached map).
Background: The property was purchased on November 14, 2007 as part of a road
construction project on St. Marys Road. Community Development Block Grant
Program (CDBG) funding was used to purchase the property, relocate the
homeowner and demolish the house. Recently, the property owner at 3646 Ida
Drive requested to purchase the property to utilize as a vacant lot since it is
adjacent to his property. If the property is declared surplus, all 3 adjacent
property owners will be notified that it is for sale so they will have a chance
to bid. We are requesting Council to declare the property surplus so that it
can be advertised and possibly purchased by one of the adjacent property
owners.
Analysis: Prior to purchase by the City, the property was utilized as
residential property. The City has no current or future use or plans for said
property
Financial Considerations: The property will be sold at Fair Market Value. The
property and any related improvements would be returned to the tax digest
roles. Because the property was purchased with Community Development Block
Grant (CDBG) funding, proceeds from the sale of property will be considered
CDBG program income.
Legal Considerations: The property can be sold in accordance with Section 7-501
of the Columbus Charter. Property will be sold retaining easements for
combination utilities, storm and sanitation pipes.
Recommendations/ Actions: Approve the attached Resolution to declare the
property at 3645 St. Marys Road a/k/a 065 029 021 as surplus and to advertise
and sell said property in accordance with Section 7-501 of the Columbus
Charter.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO DECLARE 3645 ST. MARYS ROAD A/K/A
065 029 021, AS SURPLUS AND TO ADVERTISE, AND SELL 0.27 ACRES +/- IN ACCORDANCE
WITH SECTION 7-501 OF THE COLUMBUS CHARTER.
WHEREAS, the above mentioned property is owned exclusively by the Columbus
Consolidated Government; and,
WHEREAS, the Columbus Consolidated Government has no current or future use or
plans for said property; and,
WHEREAS, the property is appropriately suited for residential development and
use; and,
