SUBJECT: FFY2018/FY 2019 Annual Action Plan and Substantial

Amendment to the FFY 2014 ? 2017 Annual Action Plans and Neighborhood

Stabilization Programs (NSP) 1 & 3

Recommendation: Approval is requested for the filing of the FFY 2018/FY 2019

Annual Action Plan, applications for Entitlement funding for the Community

Development Block Grant (CDBG) and the HOME Investment Partnership Program

(HOME), including a substantial amendment to the FFY 2014 ? 2017 Annual Action

Plans and Neighborhood Stabilization Program (NSP) 1 & 3.



Background: The Annual Action Plan is a document required by HUD illustrating

how the Entitlement funding will be expended during FFY2018/FY 2019 (see

attached). The Annual Action Plan is an annual update of the City's Five Year

Consolidated Plan for the years 2017 - 2021.



The City has prior year CDBG allocations that will be allocated to projects in

FY 2019 which require a substantial amendment to the 2014 ? 2017 Annual Action

Plans. We are also submitting a substantial amendment to the NSP 1 & 3 Action

Plans to use program income for land banking activities for the acquisition and

redevelopment of abandoned and foreclosed properties. A public hearing was held

on June 25, 2018, and the required public comment period expired on July 9,

2018. These plans must be submitted to HUD no later than August 16, 2018.



Analysis: A resolution is needed to authorize the filing of the Annual Action

Plan, the substantial amendment to the 2014 ? 2017 Annual Action Plans, and NSP

1 & 3, and applications for programs administered by the U.S. Department of

Housing and Urban Development (HUD).





Financial Considerations: The sources of federal funding and programs for

FFY2018/FY 2019 are the Community Development Block Grant (CDBG) in the amount

of $2,256,354, the HOME Investment Partnership Program (HOME) in the amount of

$1,024,592, and NSP 1 & 3 program income in the amount of $550,677.

Legal Considerations: Council must approve the Application for funding.



Recommendations/ Actions: Approve the attached Resolution authorizing the

filing of the FFY2018/FY 2019 Annual Action Plan, the applications for

Entitlement funding for the Community Development Block Grant (CDBG) and the

HOME Investment Partnership Program (HOME), and the substantial amendment to

the Neighborhood Stabilization Program (NSP) 1 & 3.

A RESOLUTION AUTHORIZING THE FILING OF THE FFY2018/FY 2019 ANNUAL ACTION PLAN,

THE APPLICATIONS FOR ENTITLEMENT FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK

GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP PROGRAM (HOME), AND THE

SUBSTANTIAL AMENDMENTS TO THE 2014 ? 2017 ANNUAL ACTION PLANS AND NEIGHBORHOOD

STABLIZATION PROGRAM (NSP) 1 & 3.



WHEREAS, the Consolidated Government of Columbus, Georgia wishes to come into

compliance with Title I of the Housing and Community Development Act of 1974 as

amended, the National Affordable Housing Act of 1990 as amended, the Housing

and Economic Recovery Act of 2008 as amended, and the Dodd-Frank Wall Street

Reform Act of 2010 as amended; and,



WHEREAS, the Annual Action Plan and the Substantial Amendment to the 2014 ?

2017 Annual Action Plans and NSP 1 & 3 for the Consolidated Government of

Columbus, Georgia has been developed as prescribed by the Federal Regulations

of the U.S. Department of Housing and Urban Development; and,



WHEREAS, the Consolidated Government of Columbus, Georgia wishes to make

amendments and apply for federal funds and programs administered by the U.S.

Department of Housing and Urban Development; and,



WHEREAS, the sources of federal funding and programs are the Community

Development Block Grant (CDBG) Program, the HOME Investment Partnership Program

(HOME), and Neighborhood Stabilization Program (NSP).



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the FFY 2018/FY2019 Annual Action Plan, Applications for Federal

Assistance, and the Substantial Amendment to the 2014 ? 2017 Annual Action

Plans and NSP 1 & 3, are hereby approved for filing with the U.S. Department of

Housing and Urban Development and further authorizes the City Manager and/or

his designee to execute all contracts, agreements, and understandings related

to the Annual Action Plan, and the substantial amendments to the 2014 ? 2017

Annual Action Plans and Neighborhood Stabilization Program (NSP) 1 & 3.
