Staff Members:

Bill Duck
CALL TO ORDER: The meeting was called to order at 11:00 a.m.
The meeting was held with the local billboard/sign companies for revisions of
the proposed billboard ordinance ? Sections 4.4.13 & 4.4.14.
City Council asked the Billboard Committee to look at the loopholes as it
applies to spacing. At the last meeting on September 21 they agreed to the
spacing requirements. Rick Jones stated that everything has been looked and
what they are offering is reasonable.
The committee was asked to address multi-message billboards. At the last
meeting it got put in that no billboard would be within 1000 feet of a
residential area and the committee did not agree to it. Jeff Hudson does not
agree with 1,000 feet. He also stated that 1,000 ft. from residential areas is
extreme. Will Johnson stated that the norm is 500 to 1,000 feet. Many local
governments have banned outdoor advertising. There have been some extreme
measures taken by local governments.
After a long discussion about the distance from residential areas, other cities
ordinances, cap and replace and digital billboards, nothing was decided about
what changes to make to the ordinance. Bob Hydrick stated he would not meet
again unless he gets a proposal he can agree with from Scott Bell.
ADJOURNMENT: 12.10 p.m.
