MINUTES # 06-11
The Columbus, Georgia, Board of Tax Assessors met Monday, February 21, 2011
at 9:00AM with Chairman Lawton Grantham, Assessor Ann Grantham, Assessor Pat
Hunter, Assessor Derrick Shields and Assessor Scott Boyce present. Also present
was Chief Appraiser Betty J. Middleton
Assessor Scott Boyce made the motion to approve Min#05-11. Assessor Pat Hunter
seconded the motion. Motion carried unanimously.
Assessor Ann Grantham made a motion to excuse Assessor Derrick Shields from the
meeting held 2/14/11; Assessor Pat Hunter seconded the motion, motion carried.
The Board reviewed and approved the following VA letters of application for VA
homestead exemptions for 2011:
Bell 088 027 024 Matthews 113 003 007
Devlin 132 019 008 MCKeegan 100 028 034
Goldwire 065 032 015 Swint 158 001 005 Jones 085 016 001
Met with Mr. Parrish concerning the valuation for parcel ID 191 033 004 09B.
Mr. Parrish stated his concern is that there is inequity between his parcel and
PID 191 033 004 08B. He said he paid less than his neighbor; however, his value
is greater. The Board advised him that the appraiser would check both
properties and he would be notified of a decision within two weeks.
Met with Mrs. Williams representing Columbus Housing Initiative regarding
requests for non ?taxability. Mrs. Williams stated that Columbus Housing
Initiative tries to get affordable housing for low income citizens. She said
she is working the City of Columbus on CDBG (Community Development Block
Grant) and with HUD. The Board requested Mrs. Williams to furnish documents
from the City and they would review and notify her of their decision.
Met with Residential Division Manager Bob O?Brien, reviewed and approved the
following:

Res Div Mgr Bob O?Brien presented the requests for non-taxability for parcel
Ids 014 034 003 and 014 018 021, which were reviewed by staff. The Board
reviewed the information presented and after discussion, Assessor Scott Boyce
made the motion to deny non-taxability for both parcels; Assessor Derrick
Shields seconded the motion; motion carried.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:
2011 Map Splits: 2
Multiyear Map Splits: 2
Multiyear Val Cor: 4
Com Div Mgr Linda King presented requests for non-taxability for parcel Id 014
017 023 and 014 018 004, which was reviewed by staff. The Board reviewed the
information and after discussion Assessor Derrick Shields made the motion to
grant the request for non-taxability on both parcels; Assessor Scott Boyce
seconded the motion; motion carried.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 3(-)
Approval of Freeport Applications Only: 1
Pers Prop Div Mgr Oliver Juhan reviewed with the Board a delinquent account
#0659360. The owner was asked to supply information, which has not been
received. The Board decided to give taxpayer a 10-day final notice and they
would make a decision after the expiration of the 10-day notice. Pers Prop Div
Mgr gave the Board a status report regarding the Personal Property tax returns
for 2011. He also advised the Board of the problem with the IT- server for the
WinGap Program and that they will run a back-up with the State site each day.
Met with City Attorney Clifton Fay and Attorney Randy Lomax to discuss
potential litigation
