I. STREET ACCEPTANCE - THAT PORTION OF TOWNES WAY LOCATED IN SECTION FIVE, THE

TOWNES AT SONOMA POINTE:



Approval is requested of the acceptance of that portion of Townes Way located

in Section Five, The Townes at Sonoma Pointe. The Engineering Department has

inspected said streets and recommends acceptance of the same.





II. DONATION BY WEST GEORGIA INSPECTORS ASSOCIATION:



Approval is requested to accept a donation of multiple smoke detectors totaling

in the amount of $1000 from the West Georgia Inspectors Association (WGIA) to

be used to assist the Fire Department?s efforts of fire prevention for the

Citizens of Columbus Georgia.





III. NORTHSIDE HIGH SCHOOL DONATION OF BATTING CAGES:



Approval is requested to accept a donation from Northside High School

to construct batting cages at Northside Recreation Center ball fields. The

approximate cost for the batting cage is $21,600. This will be at no cost to

the City as it is a private donation and Northside High School will be

responsible for the maintenance of the batting cages.





IV. FY18 NATIONAL CRIME STATISTICS EXCHANGE (NCS-X) GRANT:



Approval is requested to submit an application and accept, if

awarded, a National Crime Statistics Exchange (NCS-X) Initiative Grant for the

Federal Fiscal Year 2018 solicitation in the amount of $221,068, or as

otherwise awarded, with no local match requirement, to be used by the Muscogee

County Sheriff?s for eligible projects as defined in the grant, and to amend

the Multi-Governmental Fund by the amount of the award. The funding is to be

used to establish or enhance, through improved automation, the capabilities of

the agency to report incident-based crime data to the state Uniform Crime

Reporting (UCR) program or to the FBI?s National Incident-Based Reporting

System (NIBRS).

V. ADULT DRUG COURT DISCRETIONARY GRANT PROGRAM FY18 COMPETITIVE GRANT

ANNOUNCEMENT:



Approval is requested to submit an application, and if approved,

accept $500,000.00 from the US Department of Justice for the operation of the

Muscogee County Adult Felony Drug Court, from January 1, 2019 to December 31,

2022 and to amend the Multi-governmental Fund by $500,000.00. The City is

required to provide a 25% cash or in kind matching funds to participate in this

grant program. The Department of Justice has provided funds to enhance Adult

Drug Courts. The funds are being provided through the US Department of

Justice to be utilized to operate courts in FY19-22. These funds will be used

to partner with New Horizons Behavioral Health to enhance the treatment options

of the Adult Drug Court and better serve the community with Medication Assisted

Treatment options. This award will also allow the court to partner with Dr.

Andrew Cox in providing clinical and program evaluation services to the court.







VI. 2018 GEORGIA ASSOCIATION OF EMS AND GEORGIA TRAUMA COMMISSION GRANT PHASE

#2:



Approval is requested to apply for and accept, if awarded, a grant of

$4,925.26, or as otherwise awarded, from Georgia Association of EMS and Georgia

Trauma Commission, with no local match required, and amend the

Multi-Governmental Fund by the amount of the award. The grant is for equipment

that will enhance the treatment of the trauma patients.

EMERGENCY PURCHASE ? INFORMATION ONLY



(I) EMERGENCY PURCHASE OF ALL-TERRAIN VEHICLE FOR FIRE & EMS:



On May 9, 2018 the Fire & EMS Department requested the emergency purchase of a

replacement all-terrain vehicle.



The new vehicle is required because the two vehicles the department currently

have are over ten years old. One unit has been deemed ?beyond repair? due to

the cost, and the other unit is currently being repaired. As a result, the

department has no way to rapidly respond to injuries or emergencies in hard to

reach areas such as the Riverwalk.



The purchase will be accomplished by cooperative contract, via Georgia

Statewide Contract # 99999-001-SPD0000072-0001, from Adrenalin Powersports

(Griffin, GA), in the amount of $13,479.70.



The City Manager approved the emergency purchase on May 9, 2018.



Funds are budgeted in the FY18 Budget: General Fund ? Fire & EMS ? Fire/EMS

EMERGENCY PURCHASE ? INFORMATION ONLY

(J ) REPLACEMENT OF PURSUIT VEHICLE FOR MARSHAL?S OFFICE:

On May 19, 2018, the Fire Department responded to 1506 6th Avenue in reference

to a vehicle fire. Upon their arrival, they discovered the Marshal?s Office

vehicle, M-6 (Body #11316), engulfed in flames coming from the engine

compartment. The vehicle was parked at the employee?s residence in the parking

lot. The vehicle is not salvageable.



Marshal Greg Countryman spoke with the City Manager on May 20, 2018 and he

indicated that he would approve the replacement of the vehicle as an emergency

purchase and submit it to City Council on May 22, 2018.



A new vehicle is required because the vehicle is a pursuit vehicle used in

Field Services for carrying out the primary function of the Office. There is

only one (1) spare vehicle remaining in the MCMO, it is not in good repair.

The vehicle is NEEDED to conduct general patrols, serve civil processes,

execute evictions, etc. mandated by the Office of the Marshal.

The replacement cost is approximately $35,000 to include the vehicle, computer

with installation/programming and build-out equipment.



Funding source to be determined.







VIII. MEMORANDUM OF UNDERSTANDING BODY EVOLUTION GYM: (Add-On)



Approval is requested to enter into a Memorandum of Agreement with Body

Evolution Gym wherein Body Evolution Gym will help maintain, promote and raise

money for funding to improve Theo McGhee Park located at 1140 Martin Luther

King Junior Boulevard, in partnership with the Parks and Recreation Department.

The goal of Body Evolution Gym is to replace and/or repair the existing

playground destroyed by vandalism.

Provide repair/rebuild various types of engines to METRA Transit System on an

?as needed? basis. The contract period will be for three years, with the option

to renew for two additional twelve-month periods.

Scope of Bid

Provide preventive maintenance and/or repair service for chillers at various

locations. The contract term shall be for three (3) years, with the option to

renew for two (2) additional twelve-month periods.

Scope of Bid

Provide concrete pipe in various sizes on an ?as needed? basis for use by the

Public Works Department. The contract term will be for two (2) years with the
