MINUTES # 03-07



The Columbus, Georgia, Board of Tax Assessors met Wednesday, January 17, 2007,

at 2:00PM with Chairman William Braxton, Assessors Lawton E. Grantham Jr.,

Richard Stallings, Ann Grantham, and Pat Hunter present. Also present was Chief

Appraiser Betty J. Middleton.



Assessor Ann Grantham made a motion to approve Minutes #02-07, Assessor Richard

Stallings seconded the motion, motion carried unanimously



The Board approved eight Veterans Exemption applications for 2007.



The Board also approved requests for non-taxability for Parcel ID 067 034 048

and 073 002 019 for 2007.



Chief Appraiser Betty Middleton shared with the Board a letter from City

Attorney Clifton Fay that he had received from a taxpayer?s attorney regarding

an offer of a value before appealing to court. The Board took no action.



Met with Dr. Thurman representing Long Term Care regarding personal property

account # 06043501. Dr. Thurman stated the 2005 tax bill was returned with a

note that the business was not operational in Muscogee County. He said he paid

that tax bill. He said he did not file a 2006 tax return to let our office know

what happened to the assets in his business. He stated that the business

license was closed in May of 2006. Dr. Thurman told the Board that the assets

were given to a clinic for low-income individuals and to the Columbus Baptist

Association Clinic. Assessor Richard Stallings made the motion to remove the

erroneous assessment for 2006, Assessor Pat Hunter seconded the motion; Motion

carried three to one. Assessor Ann Grantham abstained from voting; Assessor

Lawton Grantham voted no.



Met with Commercial Division Chief Linda King, reviewed and approved the

following:



Appeal: 1 (withdrawn with adjustment)



Com Div Chief Linda King apprised the Board of conversations with a taxpayer

concerning getting an application or letter to the Board indicating what year

they want their tax abatement to begin for the Enterprise Zone. The Board asked

the staff to set up a form, which should be completed by the taxpayers.

Pers Prop Div Chief Oliver Juhan informed the Board that the mediation for

personal property accounts #01286401; P0618301 & X0200501 are on hold to see if

the tax representative can?t furnish the information needed. He also explained

that our attorney has forwarded correspondence to the attorney for personal

property accounts # 03959701 and 00592301 regarding possible litigation. He

further stated that our office would not be sending certificates to taxpayers

with bond inducements once they have reached 100% of the bonded amount. He also

advised the Board that the personal property accounts have been sent to be

loaded into Win Gap; the conversion should be done in the week of January 22,

2007.
