SUBJECT: Georgia Emergency Management Agency / Georgia Bureau of

Investigation Homeland Security Grant ? Mobile Biometric Fingerprint

Identification System



INITIATED BY: Muscogee County Marshal's Office







Recommendation: Approval is requested to submit an application, and if

approved, accept a grant to enter into a Memorandum of Understanding with the

Georgia Emergency Management Agency and the Georgia Bureau of Investigation for

the acquisition and deployment of five (5) Mobile Biometric Fingerprint

Identification devices (Rapid ID) with the Muscogee County Marshal?s Office.



Background: The state of Georgia, through the Department of Emergency

Management / Homeland Security has obtained Homeland Security Grant Funds to be

expended on the purchase and deployment of a Rapid ID System in the state of

Georgia. The Rapid ID System consists of handheld wireless devices that enable

law enforcement personnel to verify the identification of individuals of

interest by submitting their fingerprint to the GCIC / NCIC database and

receiving real-time responses based on that fingerprint. The Muscogee County

Marshal?s Office has been selected to receive and deploy five (5) of these

units. The state of Georgia will reimburse 100% of the purchase price of these

units to the city of Columbus through the grant.



Analysis: The ability to rapidly identify subjects who are under investigation

by the deputies of the Muscogee County Marshal?s Office will enhance officer?s

safety and improve the Marshal?s Office ability to arrest wanted subjects,

thereby improving the efficiency of the Marshal?s Office.



Financial Considerations: While the City will be required to expend the

$21,350.53 for the initial cost of the five (5) devices, those funds will be

reimbursed by the State at 100%. This reimbursement includes the initial

training, maintenance, and air time cards of the use of the devices. The

ongoing cost for cellular air card subscriptions and maintenance agreement will

be included in the Marshal?s Office operating budget in subsequent years.

Equipment will be purchased out of the Multi-Government Grant Funds.



Projected Annual Fiscal Impact Statement: The first year of operation for the

Rapid ID System program will be free. The cost of the second and consecutive

years of operation the City will incur airtime charges and maintenance

agreement cost. The cost is approximately $4,250.00 per year ($3,000.00 Airtime

- $1.250.00 Maintenance) at the current rates for the 5 devices.



Legal Considerations: The City will enter into a memorandum of understanding

with the State of Georgia concerning this project.



Recommendations/ Actions: Approval is requested to enter into a Memorandum of

Understanding with Georgia Emergency Management Agency and the Georgia Bureau

of Investigation for the acquisition and deployment of five (5) Mobile

Biometric Fingerprint Identification devices (Rapid ID System).

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION, AND IF

APPROVED, ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE STATE OF GEORGIA

AND THE GEORGIA BUREAU OF INVESTIGATION FOR THE ACQUISITION AND DEPLOYMENT OF

FIVE (5) MOBILE BIOMETRIC FINGERPRINTING IDENTIFICATION DEVICES (RAPID ID).

WHEREAS, the state of Georgia, through its Department of Emergency Management /

Homeland Security has obtained Homeland Security Grant Funds to be expended on

the purchase and deployment of a Rapid ID System in the state of Georgia; and,

WHEREAS, the Muscogee County Marshal?s Office has been selected to receive and

deploy five (5) of these units for which the state of Georgia will reimburse

100% of the purchase price to the city of Columbus through the grant funds

under its control; and,

WHEREAS, the ability to rapidly identify subjects who are under investigation

by deputies of the Muscogee County Marshal?s Office will enhance officer safety

and improve the Marshal?s Office ability to arrest wanted subjects thereby

improving the efficiency of the Marshal?s Office.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized submit an application, and

if approved, enter A Memorandum of Understanding with Georgia Emergency

Management Agency and the Georgia Bureau of Investigation for the acquisition

and deployment of five (5) Mobile Biometric Fingerprint Identification Devices

(Rapid ID) and amend the Multi-Governmental Grant fund by the aware of the

grant.
