Background: The Community Reinvestment Department has identified this property

as a parcel of property needed in order to enhance the view of the river from

this location and to retain an existing green space along the riverwalk. The

property is located on the west side of Bradley Circle extending to the banks

of the Chattahoochee River. A portion of the Riverwalk, approximately 260

linear ft, runs through this property. This portion of the property is

currently being used for public park purposes. The Riverwalk development was

apparently accomplished in 1999 under an existing Georgia Power Easement that

also runs through the property. The property is also located in the 2nd Avenue

Redevelopment area. Acquisition of vacant and blighted property in this area

has been a focus for several years in an effort to promote redevelopment

consistent with the established redevelopment plan.



Analysis: The property is currently being used, in part, for public park

purposes as a linear park and should be in the ownership of the City. The

property also provides an excellent opportunity to further the 2nd Avenue

Redevelopment effort. The acquisition of this parcel furthers the City's

efforts to promote redevelopment of the area by providing a riverfront parcel

to supplement the property already in the ownership of the City.



Financial Considerations: Community Development Block Grant (CDBG) will be

used for the acquisition.



Projected Annual Fiscal Impact Statement: No annual fiscal impact is expected

by the acquisition of this property. It will be retained as a green space.

The portion of the property consisting of the Riverwalk is already under an

existing contract for maintenance.



Legal Considerations: Council must approve the purchase of real estate.



Recommendations/ Actions: Approve the attached resolution authorizing the

purchase of property as listed therein.

A RESOLUTION AUTHORIZING PURCHASE OF 0 28th STREET a/ka Parcel 007 006 027,

COLUMBUS, MUSCOGEE COUNTY, GEORGIA.

WHEREAS, this property is located in and along the City?s Riverwalk area and

provides an opportunity to maintain and enhance the current view of the river

and provide additional green space; and,

WHEREAS, it has been determined that the price of the property as shown in the

chart below is fair and equitable; and,

WHEREAS, in the event that any of the Environmental Review Reports determine

that the site is unstable, or contaminated, the City Manager will have the

authority to re-negotiate or terminate the contract.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to purchase the property as listed

herein. Funding for the property acquisition will be funded with Community

Development Block Grant (CDBG) funds.
