 SUBJECT: 	Annual Action Plan - CDBG/HOME Programs       
 INITIATED BY: Community Reinvestment Department       
 Recommendation:  Approval is requested for filing of the Annual Action Plan and    
 applications requesting entitlement funding for the Community Development Block    
 Grant (CDBG) and HOME Investment Partnership (HOME).       
 Background:  The Annual Action Plan is a document required by the Department of    
 Housing and Urban Development (HUD) illustrating to HUD and the citizens of    
 Columbus, Georgia how our entitlement funds will be expended.  The Annual    
 Action Plan is an annual update of the City's 5-Year Consolidated Plan for the    
 years 2012-2016.         
 Analysis:  A resolution is needed to authorize the filing of the Annual Action    
 Plan and the applications for federal funds for programs administered by the    
 Department of Housing and Urban Development.       
 Financial Considerations:  The sources of federal funding and programs are the    
 Community Development Block Grant (CDBG) $1,623,414 and the HOME Investment    
 Partnership Program (HOME) $1,602,888.        
 Projected Annual Fiscal Impact Statement: The filing of the Annual Action Plan    
 is required in order to obtain the Entitlement funding (CDBG, HOME) for FY 2012.       
 Legal Considerations:  Council must approve the Application for funding.       
 Recommendations:  Approve a resolution authorizing the filing of the Annual    
 Action Plan and application requesting entitlement funding for the Community    
 Development Block Grant (CDBG) and HOME Investment Partnership (HOME).                   
 A RESOLUTION

 	A RESOLUTION AUTHORIZING THE FILING OF THE ANNUAL ACTION PLAN AND    
 APPLICATIONS REQUESTING ENTITLEMENT FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK    
 GRANT (CDBG) AND HOME INVESTMENT PARTNERSHIP (HOME).       
 WHEREAS, the Consolidated Government of Columbus, Georgia wishes to come into    
 compliance with Title I of the National Affordable Housing Act of 1990; and,       
 WHEREAS, the Annual Action Plan Update (Budget) for the Consolidated Government    
 of Columbus, Georgia has been developed as prescribed by the Federal    
 Regulations of the Department of Housing and Urban Development; and,         
 WHEREAS, the Consolidated Government of Columbus, Georgia wishes to apply for    
 federal funds and programs administered by the Department of Housing and Urban    
 Development; and,       
 WHEREAS, the sources of federal funding and programs are the Community    
 Development Block Grant Program (CDBG) $1,623,414 and the HOME Investment    
 Partnership Program (HOME) $1,062,888.       
 NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:       
 That the Annual Action Plan (Update) and Applications for Federal Assistance    
 are hereby approved for filing with the Department of Housing and Urban    
 Development and further authorizes the City Manager and/or his designee to    
 execute all contracts, agreements and understandings related to the    
 Consolidated Strategy and Plan, Annual Action Plan (Update).
