I. FY 2016 GEORGIA DOT - TRANSPORTATION PLANNING CONTRACT:
Authorization is requested to execute a contract with the Georgia
Department of Transportation for Financial Assistance to carry out the FY 2016
Transportation Planning Work Activities of the Columbus-Phenix City
Transportation Study (C-PCTS). The Federal Funds will cover 80% of the cost
for transportation planning program and the City is required to provide the 20%
local match. An agenda report and resolution are attached.
II. FY15 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT:
Authorization is requested to submit an application and if approved,
accept an Edward Byrne Memorial Justice Assistance (JAG) grant for the Federal
Fiscal Year 2015 solicitation in the amount of $82,457, or as otherwise
awarded, with no local match requirement, to be used by eligible departments
for eligible projects as defined in the grant, and to amend the
Multi-Governmental Fund by the amount of the award. An agenda report and
resolution are attached.
III. RETIRED VOLUNTEER SERVICE PROGRAM:
Authorization is requested to submit an application and if approved,
accept funds from the Corporation for National and Community Service to run the
RSVP program in our area and to amend the Multi-Governmental Fund by the amount
of the grant awarded. The grant amount will be $26,043 or as otherwise awarded
by the CNCS, per year for three years, with an in-kind match amount from the
City of Columbus up to 30%, provided in the form of salary and wages. The grant
amount requested is to be used to implement the program and volunteer expenses.
The grant will begin July 1, 2015 and run for three years. An agenda report
and resolution are attached.
IV. JUVENILE COURT GRANT POSITION:
Authorization is requested to submit an application to the Criminal
Justice Coordinating Council to fund a Juvenile Tracking Assessments
Coordinator position and if awarded extend the fiscal year 2015 Juvenile
Justice Incentive Grant until June 30, 2016, and amend the Multi-Governmental
Fund by the amount of the grant award. An agenda report and resolution are
attached.

V. VETERANS COURT GRANT:
Authorization is requested to apply for and accept a Criminal Justice
Coordinating Council grant award of $83,189, or as otherwise awarded, for the
purpose of funding the Muscogee County Veterans Treatment Court, and to amend
the Multi-Governmental Fund by the amount of the award. The grant amount is
$74,870 with a required local match of $8,319. An agenda report and resolution
are attached.

Scope of RFP
The Columbus Consolidated Government, Mental Health Court and Veterans
Treatment Court, is seeking proposals from qualified firms to provide treatment
to participants in the following areas: PTSD Counseling and Psychological
Assessment.
