SUBJECT: Diesel Emissions Reduction Act Grant



INITIATED BY: Planning Department





Recommendation: Approval is requested to enter in to an agreement with

University of Georgia and if approved, accept a grant for up to $ 271,500.

from the Southeast Diesel Collaborative (SEDC) via the US Environmental

Protection Agency (EPA).



Background: The SEDC grant provides a framework to integrate transportation,

energy, land use and air quality planning programs into projects that yield

measurable air quality benefits in a relatively short period of time. The goal

of the SEDC is to improve air quality and public health by reducing emissions

from existing diesel engines.



Analysis: The City of Columbus will target 27 vehicles, with a sub award of

$271,500. The University of Georgia Engineering Outreach Service (EOS) will

coordinate the entire project, overseeing procurement of equipment,

installation of retrofit devices, monitoring and reports. Columbus Consolidated

Government Fleet Management Division will sustain the project for the life of

each vehicle once it is retrofitted. Machines for the maintenance are included

in the project funding. No matching funds are required. If approved, the

project is expected to begin June 1, 2011 and terminate May 30, 2013. Under

this grant, we will collaborate with Barrow County, Fulton County, and Decatur,

Georgia.



Financial Considerations: The City of Columbus will target 27 vehicles, with a

sub award of $ 271,500. Machinery required for maintenance are included in

the project funding. No matching funds are required. If approved, the project

is expected to begin June 1, 2011 and terminate May 30, 2013.



Projected Annual Fiscal Impact Statement: The cost for the cleaning machines

of the vehicles once retrofitted will be included in the funds awarded by the

city. All equipment purchased with the project funds will remain with the

organization that owns the vehicles (The City of Columbus - Fleet Department)

for the life of the vehicle. No cost is anticipated other than general

maintenance.



Legal Considerations: The City Attorney finds no issues with this request.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to enter into an agreement with University of Georgia for the Southeast Diesel

Collaborative via US Environmental Protection Agency.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER IN TO AN AGREEMENT AND IF

APPROVED, ACCEPT A GRANT FOR UP TO $271,500 FROM THE SOUTHEAST DIESEL

COLLABORATIVE (SEDC) FROM THE U. S. ENVIRONMENTAL PROTECTION AGENCY AND AMEND

THE MULTI-GOVERNMENTAL FUND BY THE GRANT AWARDED.

WHEREAS, the Southeast Diesel Collaborative (SEDC) is a voluntary,

public-private partnership involving leaders from federal, state and local

government, the private sector and other stakeholders throughout the southeast

working to reduce diesel emissions, and is part of the Environmental Protection

Agency?s National Clean Diesel Campaign. The SEDC grant provides a framework

to integrate transportation, energy, land use and air quality planning programs

into projects that yield measurable air quality benefits in a relatively short

period of time; and,

WHEREAS, the goal of the SEDC is to improve air quality and public health by

reducing emissions from existing diesel engineers; and,

WHEREAS, the award will improve local air quality in Muscogee County. No city

funds are required.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter in to an agreement

and if approved, accept a grant for up to $271,500 from Southeast Diesel

Collaborative (SEDC) program from the U. S. Environmental Protection Agency and

amend the Multi-Governmental Fund by the award of the grant.
