SUBJECT: Part-Time Employment Work Hours Policy

Recommendation: Approve an ordinance adopting Human Resources Policy Number

220-303, Part-time Employment Work Hours Policy.



Background: The Patient Protection and Affordable Care Act sometimes referred

to as Obama Care contains a provision requiring that part-time employees

working 30 or more hours per week must be offered health plan coverage starting

in 2014. The act further stipulates that the hours worked by part-time

employees during 2013 will be used to determine those part-time employees that

become eligible for coverage in 2014.



Analysis: If we fail to limit the hours worked by part-time employees they may

become eligible for health benefits under the same terms and conditions as full

time employees.



Financial Considerations: Each part-time employee that becomes eligible for

health care benefits and actually enrolls in the CCG health plan will increase

our health care budget allocation by $5,650 per year.



Projected Annual Fiscal Impact Statement: Although we cannot predict the exact

financial impact we can anticipate that adverse selection will be a factor.

Because part-time employees generally have lower earnings, those most likely to

enroll in our health care plan will be those with the greatest health care

needs. Therefore, the actual financial impact may be much more that the budget

allocation.



Legal: Authorization of Council is required to enact personnel policy.



Recommendation/Actions: The City Manager, Finance Director and Human Resources

Director recommend the proposed policy.
