Council Meeting

Agenda Report #

TO: Mayor and Council

SUBJECT: Agreement with Georgia Southwestern Railroad, Inc.

INITIATED BY: Donna W. Newman, Director of Engineering

Recommendation: Approval is requested to execute an agreement with Georgia

Southwestern Railroad, Inc., (GASW) for reimbursement of expenses incurred for

railroad crossing improvements at crossing on Old Cusseta Road.

Background: GASW(Gennesey Wyoming Railroad) are initiating a program to

replace some of their tracks and crossings in the vicinity of their yard

located on 7th Street. They have also initiated efforts to locate an office in

this area for 24 hour operation. Eighteen new employees have been hired and

over $2.2 million will be spent in capital improvements.

Analysis: GASW has submitted a request for the City to participate in

upgrading crossings on 7th Street and on 8th Avenue at an estimate of cost $

with the use of concrete panels similar to what has been used at other crossing

within the City. This will improve these crossings in connection with other

infrastructure construction underway in the Liberty District Area.

Financial Considerations: Funds are available in the 1999 SPLOST Railroad

Crossing Improvements Account.

Projected Annual Fiscal Impact Statement: Reduce the amount of staff time

responding to the numerous complaints/request received for this location.

Legal Considerations: Council is the approving authority for all resolutions.

Recommendations/ Actions: Approval is requested to authorize the City Manager

to execute an agreement with Georgia Southwestern Railroad, Inc., (GASW) for

reimbursement of expenses incurred for railroad crossing improvements at

crossing on 7th Street and on 8th Avenue.
