I. ACCEPTANCE OF DONATIONS FOR RAPID RAIL TRANSPORTATION FEASIBILITY STUDY:



Authorization is requested for the acceptance of donations from local

businesses and public agencies to use as a local match to the State's L230

Transportation funds for development of a feasibility study for rapid rail

transportation between Columbus and Atlanta. An agenda report and resolution

II. UTILITY EASEMENT - EASTERN PROPERTY DEVELOPMENT, LLC - 2345 WYNNTON ROAD:



Authorization is requested to enter into a utility easement agreement

for $2,750 with Eastern Property Development, LLC., for the installation,

operation and maintenance of traffic signal equipment on property they own at

2345 Wynnton Road. Funds for the easement are available in the Paving Fund CIP

Traffic Signalization Account. An agenda report and resolution are attached.

III. FY12 OTHER LOCAL OPTION SALES TAX REALLOCATION - SHERIFF'S OFFICE:



Authorization is requested to reallocate $7,200 of the FY12

Budget-Other Local Option Sales Tax to the Sheriff's Office for modifying and

installing jail access door locks/controllers and to add an extension to the

existing jail weather awning resulting from the new jail parking lot

construction (flood abatement) project. An agenda report and resolution are

IV. MEMORANDUM OF UNDERSTANDING - WELLS FARGO BANK, N.A.:



Authorization is requested to execute a Memorandum of Understanding

(MOU) with Wells Fargo Bank, Inc., for the repair/replacement of a storm sewer

across property located at 5590 Milgen Road. The City will be responsible for

50% of the estimated $300,000 cost. An agenda report, memorandum of

V. CONSTRUCTION OF WHITTLESEY ROAD - LOCAL MATCH PAYMENT TO THE GEORGIA

DEPARTMENT OF TRANSPORTATION:



Authorization is requested to submit payment of $1,043,580 in local

match funds to the Georgia Department of Transportation for construction of

Whittlesey Road as required for use of the State L230 funds. The total cost

for the L230 Project is $6,957,200: Federal $5,565,760; State $347,860; Local

VI. MUSCOGEE COUNTY ADULT FELONY DRUG COURT - GRANT:



Authorization is requested to submit an application and, if approved,

accept a three year grant of $300,000 from the U. S. Department of Justice to

operate the Muscogee County Adult Felony Drug Court with a local match of

$100,000 for the three year period for a total of $400,000 in funding. An

VII. FY2013 ANNUAL ACTION PLAN/NEIGHBORHOOD STABILIZATION PLAN (NSP 1, 3

AMENDMENTS):



Authorization is requested for the filing of the FY2013 Annual Action

Plan and applications requesting Entitlement funding for the Community

Development Block Grant (CDBG) and HOME Investment Partnership (HOME) and also

amend the Neighborhood Stabilization Plans 1 and 3 to allow subrecipients to

rent properties purchased with NSP funds. An agenda report and resolution are

1. Multi-Stop Step Van ? RFB No. 12-0037

Scope of Bid

Provide one (1) Multi-Stop Step Van to be used by the Columbus Office

of Homeland Security, Hazardous Devices Response Team, as a response vehicle to

transport robots and post blast investigation equipment. Pricing is requested

for an 18', as well as, a 20' vehicle; however, the department will purchase

only one (1) vehicle, due to budget constraints. Acceptable chassis

manufacturers include Ford, International, Freightliner, Workhorse, or

equivalent. Acceptable body manufacturers include Utilimaster, HiVco, Morgan,

Supreme, or equivalent. The bid will be awarded to a single vendor capable of

providing the complete unit.



2. Compact Sport Utility Vehicle ? RFB No. 12-0050

Scope of Bid

Provide one (1) Compact Sport Utility Vehicle to be used by supervisors in the

Engineering Division to go to City sites to check traffic lighting systems.

Acceptable manufacturers include Ford Escape, Jeep Liberty, Dodge Journey, or

equivalent.



3. Inmate Vans (Commercial Cutaway) ? RFB No. 12-0051

Scope of Bid

Provide six (6) commercial cutaway vans. The vans will be used to transport

inmates and equipment to and from job sites. Acceptable manufacturers include

Ford, Chevrolet, Dodge, GMC, Toyota, Mercedes Benz, or equivalent.



4. HVAC at Britt David Park Concession Buildings ? RFB No. 12-0055

Scope of Bid

Provide all equipment, material and labor to install seven HVAC units in the

Concession Buildings at Britt David Park. One building requires four 3-ton

straight air-condensing units; the other building requires two 3-ton condensing

units and one 5-ton condensing units.

Scope of Bid

The Columbus Consolidated Government wishes to purchase the following firearms

to be used by the Columbus Police Department:

Option 1: Smith & Wesson M&P45 Pistol (Quantity of Fifteen)

Option 2: Remington 870P 12 Gauge Shotgun (Quantity of Fifty-Five)

Option 3: Big Sky ELS220B Shotgun Rack, or equivalent (Quantity of

Fifty-Five)



2. Masonry Products (Annual Contract) - RFB No. 12-0048

Scope of Bid

Provide masonry products to include: portland cement (Type 1), concrete

ready mix w/gravel, brick sand, concrete sand, brick, 3 hole (Grade SW), brick,

8? (Grade SW), concrete building brick (Grade A), concrete blocks (Type 1,

Grade N), mound mix (Top Dressing) and fire brick, 8? on an ?as needed? basis

to the Columbus Consolidated Government (the City) to be utilized by Public

Services Department and Park Services. The contract term will be for three

years to a Primary and Secondary Contractor.

1. 18th Avenue and Garrard Street Roundabout ? RFB No. 12-0058

Scope of Bid

The work shall consist of constructing the 18th Avenue and Garrard Street

Roundabout, all in accordance with the designated plans and specifications.

The Contractor shall be required to maintain public access to all residences

located within the project area and maintain normal traffic.
