PLANNING ADVISORY COMMISSION MEETING
December 20, 2006
A meeting of the Planning Advisory Commission was held Wednesday, December 20,
2006 in the Council Chambers on the Plaza Level of the Government Center.
Commissioners Present: Chairperson Derrick Shields, Vice Chairperson Shep
Mullin, Alternate Scott Boyce, Commissioner Joe Alexander, Alternate Michael
Eddings.
Staff Members: Will Johnson, Planning Chief and Tina Trant, Planning Technician
Commissioners Absent: Commissioners Bob Crane, Brad Dodds, Karl Douglass,
Chris Henson.
Others Present: Howard Lowell, Maria McBean, William Enfinger.
I . CALL TO ORDER: Chairperson Shields called the meeting to order at 9:04
a.m. He
explained the rezoning process to the audience. Alternate Commissioner
Eddings will be voting for Commissioner Douglass. Alternate Commissioner Boyce
will be voting for Commissioner Dodds.
APPROVAL OF MINUTES: None.
TEXT AMENDMENTS:
1. ZC0611-1: Text Amendment to allow ?cats? only boarding in a
Neighborhood Commercial zoning district. Maria McBean is the applicant.
Mr. Will Johnson read the Staff Report for this case. Maria McBean is
requesting that cats-only kennels be permitted in the NC (Neighborhood
Commercial) and GC (General Commercial) zoning districts as a permitted use.
Per the applicant, the reason for the request is as follows:
?The proposed plan for use is to open an exclusive ?Cats Only? boarding
facility for cat owners who board their pets and do not want them boarded with
dogs (i.e., at the vet), who bark and create constant stress.?
Currently, kennels do not distinguish types of pets. Kennels, for boarding or
breeding, are only permitted in the RE10, GC, LMI, and HMI zoning districts.
These types of kennels require a minimum lot size of 5 acres and require deep
setbacks.
PROPOSED TEXT AMENDMENT
The Unified Development Ordinance may be amended by adding the following uses
to Table 3.1.1. Permitted, Special Exception and Prohibited Uses:

Kennel, cats only P P
Maria McBean, 5938 Veterans Parkway, applicant, came to the podium. She wants
to have a ?cats only? boarding facility next door to her house which is zoned
NC. She would be next door if anything happened. The cats will stay inside and
not be allowed outdoors. They get so stressed when they are boarded with dogs
because of loud barking.

Chairperson Shields asked for discussion and a motion. Commissioner Eddings
made a motion to approve this request. Commissioner Alexander seconded. It
was approved unanimously.
IV. REZONING CASES:
2. ZC0611-6: A request to rezone 8.8 acres located on Susan Lane south of
Glenview Drive. The current zoning is Single Family Residential 3 district.
The proposed zoning is Residential Multi Family 1 district. The property will
be used for duplexes. Bubba Welch is the applicant.
Mr. Will Johnson read the Staff Report for this case.
This case is consistent with the Comprehensive Plan for Planning District 12.
The Land Use Designation shows Medium Density Residential.
Policy Statements: Not addressed.
It is not compatible with existing land uses.
The property does not lie within a floodplain and floodway area. The developer
will need an
approved drainage plan prior to issuance of a Site Development Permit, if a
permit is required.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the
transportation network.
The site shall meet the codes and regulations of the Columbus Consolidated
Government for residential usage.
School Impact: This development could have a maximum of 30 children of various
ages.
Elementary age students: Wesley Heights, 403 students, capacity 513.
Middle school age students: East Columbus Middle School, 760 students, capacity
675.
High school age students: Kendrick, 1,133 students, capacity 1,350.
Buffer Requirement: The proposed development shall have a Category B buffer
requirement along all property lines bordered by the SFR2 and SFR3 zoning
districts. The three options under Category B are:
15 feet with a certain amount of canopy trees, understory trees, and shrubs /
ornamental grasses per 100 linear feet.
10 feet with a certain amount of understory trees and shrubs / ornamental
grasses per 100 linear feet and a wood fence or masonry wall.
20 feet undisturbed natural buffer.
Fort Benning Recommendation: None.
DRI Recommendation: None.
Seventy-two (72) property owners within 300 feet were notified of this rezoning
request. The Planning Department received comments opposing this rezoning
request.
Conditions: None.
Additional information: This property was rezoned R-3B for a patio home
development in 2001. When the UDO was adopted in April 2005, R-3B was
essentially deleted and all R-3B developments converted to SFR3. However, this
development was started prior to enactment of the UDO, therefore it was being
developed under R-3B specifications. Side walks will be required.
William Enfinger, owner of the property, came to the podium. He wants to build
33 duplexes on this property. They will sell for $70,000 to $80,000 each.
After much discussion, Chairperson Shields asked for a motion. Commissioner
Eddings made a motion to approve this request based on the fact that it is
consistent with the future land use map. Commissioner Boyce seconded. It was
approved unanimously.
