SUBJECT: Project Rebound Contract, Criminal Justice Coordinating
Council Grant
INITIATED BY: Superior Court
Recommendation: Approval is requested to enter into a contract with Project
Rebound, to provide a comprehensive youth intervention program targeting at
risk populations in Muscogee, Chattahoochee and Talbot County.
Background: The Columbus Consolidated Government requested and received a
$269,755 Edward Byrne Memorial Justice Assistance Grant administered by the
Georgia Criminal Justice Coordinating Council from funds provided by the
American Recovery and Reinvestment Act (ARRA) of 2009. Project Rebound was
allocated $30,000 from the grant to provide a program that addresses: 1)
Juvenile offenders /probationers; 2)Youth at risk of dropping out of school or
in jeopardy of academic failure and Youth who are involved with bullying
behavior (i.e. gang activity and interpersonal conflicts). The program
components include: Anger Management, Juvenile Diversion, Project Rebound?s
After School Program, Junior Entrepreneurship Program, community service and
family group support.
Analysis: The Columbus Consolidated Government has approved and accepted the
grant proposal submitted to the Criminal Justice Coordinating Council which
included funding ($30,000) for Project Rebound.
Financial Considerations: This grant does not require any local match.
Projected Annual Fiscal Impact Statement: The funding is for one year.
Legal Considerations: The Columbus Consolidated Government has the authority
to enter into a contract with Project Rebound to provide a comprehensive youth
intervention program in Muscogee, Chattahoochee and Talbot County.
Recommendations/ Actions: Approval is hereby requested for the City Manager to
enter into a contract with Project Rebound, to provide a comprehensive youth
intervention program targeting at risk population in Muscogee, Chattahoochee
and Talbot County.

A RESOLUTION AUTHORIZING THE COLUMBUS CONSOLIDATED GOVERNMENT TO ENTER INTO A
CONTRACT WITH PROJECT REBOUND TO PROVIDE A COMPREHENSIVE YOUTH INTERVENTION
PROGRAM FOR YOUTH IN MUSCOGEE, CHATTAHOOCHEE AND TALBOT COUNTY. THE FUNDS
($30.000) ARE BEING PROVIDED FROM A EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE
GRANT ($269,755) PROVIDED BY THE AMERICANS RECOVERY AND REINVESTMENT ACT
(ARRA) OF 2009.
WHEREAS, the Columbus Consolidated Government has received a $269,755 grant
from a Edward Byrne Memorial Justice Assistance Grant of which $30,000 was
allocated for Project Rebound to provide a comprehensive youth intervention
program in Muscogee, Chattahoochee and Talbot County; and,
WHEREAS, the service?s being provided include: anger management, juvenile
diversion, after school suspension program, junior entrepreneurship program,
community service and family group support. The target population includes:
youth at risk of dropping out of school, in jeopardy of academic failure,
juvenile offenders/probationers, youth involved with bullying , gang activity
or interpersonal conflicts; and,
WHEREAS, Project Rebound has been involved with youth intervention programs in
our area for approximately 16 years; and,
WHEREAS, this project was approved by the Chattahoochee Judicial Circuit Board
and the City Council of the Columbus Consolidated Government.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Mayor and Council hereby authorize the Columbus Consolidated
Government to enter into a contract with Project Rebound to provide a
comprehensive youth intervention program in Muscogee, Chattahoochee and Talbot
County.
