SUBJECT: Road Improvement, Safety and Alternative Transportation
Projects
INITIATED BY: City Manager?s Office
Recommendation: Approval is requested to proceed with executing and funding the
pre-construction requirements for Road Improvement, Safety, and Alternative
Transportation Projects totaling $16,525,000 funded through the Other Local
Option Sales Tax (OLOST), Transportation Special Purpose Local Option Sales Tax
(TSPLOST) Discretionary Funds, State of Georgia, Department of Transportation
Local Maintenance and Improvement Grants (LMIG) and M230 funds, and the Paving
Fund to include right of way acquisition, permanent and temporary construction
easements, utility relocation, environmental mitigation and other necessary
agreements to prepare projects for construction.
Background: The following list of road improvement, safety and alternative
transportation projects have been identified, budget estimates provided, and
funded through the OLOST, TSPLOST Discretionary, Paving Fund or GDOT LMIG and
M230:
Victory Drive/30th Avenue Signal (LMIG) - $150,000
Ada Avenue/Wynnton Road Signal (LMIG) - $250,000
Forrest Road Phase I Additional Funding (Paving Fund) - $1,500,000
Reese Road Bridge at Cooper Creek (Paving Fund/TSPLOST Discretionary) -
$2,500,000
Claradon Bridge (TSPLOST Discretionary) - $300,000
Sidewalks/ADA (TSPLOST Discretionary) - $100,000
Traffic Calming (TSPLOST Discretionary) - $100,000
Guardrails (TSPLOST Discretionary) -$100,000
Steam Mill Road Sidewalk Concept (OLOST) - $200,000
Follow Me Trail Bridge (Paving Fund) - $1,500,000
Martin Luther King Jr. Streetscapes and Trail (TSPLOST Discretionary/Paving
Fund) ?$3,000,000 (Design to be approved by council)
Infantry Road and Trail (GDOT M230) - $1,500,000
10th Street Plaza/Entrance to Riverwalk (GDOT M230) - $1,300,000
Mott?s Green Renovation (GDOT M230) - $1,000,000
Flat Rock/Beaver Run Traffic Software (GDOT M230) - $125,000
Wynnton Road Streetscapes (Paving Fund) - $400,000
Resurfacing (Paving Fund/OLOST) - $2,300,000
Park ADA Upgrades (OLOST) - $100,000
Fiber Interconnect (TSPLOST Discretionary) - $100,000
Analysis: The completion of the pre-construction activities for road
improvements, safety, and alternative transportation projects is required prior
to the project being authorized for competitive bids.
Financial Considerations: Funding for said projects will be funded with the
OLOST, TSPLOST Discretionary, or GDOT LMIG and M230.
Legal Considerations: The City Attorney approves this resolution.
Recommendations/Actions: Approve a resolution authorizing the City Manager to
proceed with executing and funding the pre-construction requirements for Road
Improvement, Safety, and Alternative Transportation Projects totaling
$16,525,000 funded through the Other Local Option Sales Tax (OLOST),
Transportation Special Purpose Local Option Sales Tax (TSPLOST) Discretionary
Funds, State of Georgia, Department of Transportation Local Maintenance and
Improvement Grants (LMIG) and M230 funds, and the Paving Fund to include right
of way acquisition, permanent and temporary construction easements, utility
relocation, environmental mitigation and other necessary agreements to prepare
projects for construction.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO PROCEED WITH EXECUTING AND FUNDING
THE PRE-CONSTRUCTION REQUIREMENTS FOR ROAD IMPROVEMENT, SAFETY, AND ALTERNATIVE
TRANSPORTATION PROJECTS TOTALING $16,525,000 FUNDED THROUGH THE OTHER LOCAL
OPTION SALES TAX (OLOST), TRANSPORTATION SPECIAL PURPOSE LOCAL OPTION SALES TAX
(TSPLOST) DISCRETIONARY FUNDS, OR STATE OF GEORGIA, DEPARTMENT OF
TRANSPORTATION LOCAL MAINTENANCE AND IMPROVEMENT GRANTS (LMIG) AND M230, AND
PAVING FUND TO INCLUDE RIGHT OF WAY ACQUISITION, PERMANENT AND TEMPORARY
CONSTRUCTION EASEMENTS, UTILITY RELOCATION, ENVIRONMENTAL MITIGATION AND OTHER
NECESSARY AGREEMENTS TO PREPARE THE PROJECTS FOR CONSTRUCTION.
WHEREAS, the completion of pre-construction activities for road improvement
projects is required prior to the project being authorized for competitive bid;
and,
WHEREAS, these activities include buy not limited to right of way acquisition,
permanent and temporary construction easements, utility relocation, and
environmental mitigation; and
WHEREAS, the following list of road improvement, safety and alternative
transportation projects have been identified, budget estimates provided, and
funded through OLOST, TSPLOST Discretionary, GDOT LMIG and M230 funds, and the
Paving Fund,

WHEREAS, funding for pre-construction and construction services for the above
projects is available through the OLOST, SPLOST, TSPLOST Discretionary, LMIG
and M230, and the Paving Fund.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
The City Manager is hereby authorized to proceed with the executing and funding
the pre-construction requirements for the road improvement, safety and
alternative transportation projects totaling $16,525,000 funded through OLOST,
TSPLOST Discretionary, LMIG, M230 and Paving Fund as identified above to
include right of way acquisition, permanent and temporary construction
easements, utility relocation, environmental mitigation and other necessary
agreements to prepare the projects for construction.
