SUBJECT: Construction of Restrooms on the Riverwalk
INITIATED BY: Planning Department
Recommendation: Approve the resolution authorizing the City Manager to enter
into an agreement with the Georgia Department of Transportation to construct
needed restroom under the Martin Memorial Bridge. Item delayed March 11, 2014
agenda.
Background: There is a need for additional restrooms to serve the general
public utilizing the Riverwalk and the Martin Pedestrian Bridge.
Analysis: This project will allow for the construction of a restroom facility
along the Riverwalk, under the Martin Pedestrian Bridge.
Financial Considerations: Funding for this project is being provided by a
Georgia Department of Transportation High Priority Project (HPP) grant. The
total cost for construction is $243,861.60. Eighty percent or $195,088.80 will
be paid for by the HPP funding, with the remaining twenty percent or $48,772.80
to be paid from the city's Paving Fund. In addition, the Uptown Columbus
Executive Board has notified the city that it has approved a $10,000
contribution for these restrooms. This funding will be used to reduce the
city's required twenty percent match to $38,772.80.
Projected Annual Fiscal Impact Statement: The restrooms will require daily
routine maintenance from the Parks and Recreation Department.

Memorial Bridge.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE
GEORGIA DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF RESTROOMS ON THE
RIVERWALK.
WHEREAS, the City has expressed a need to construct restrooms on the riverwalk
under the Martin Pedestrian Bridge using Georgia Department of Transportation
High Priority Project (HPP) funds; and,
WHEREAS, the cost of construction for these restrooms will be $243,861.60, with
$195,088.80 being paid with the HPP funds and the remaining $48,772.80 by the
city as its match for this grant; and,
WHEREAS, the Uptown Columbus, Inc., Executive Board will contribute $10,000
towards this project;
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
I.
That the City Manager is hereby authorized to enter into an agreement
with the Georgia Department of Transportation to accept HPP funding for the
construction of restrooms on the riverwalk to be located under the Martin
Pedestrian Bridge from the Paving Fund; and,
II.
That the City Manager is further authorized to accept the $10,000
financial contribution of Uptown Columbus, Inc., for this project.
