The current term of office of Ms. Margaret Jenkins, Ms. Eleanor White and
Ms. Diane Scrimpshire on the Board of Elections & Registration will expire on
December 31, 2009.
All three are eligible to succeed themselves for another term of office.
The Council appoints members of this board.
There are three members who reside in Senatorial District 15 and two who
reside in Senatorial District 29. There are currently four women serving on
this board.
Enclosed is a copy of our data sheet, as well as a list of the current
members.

CHARTER REFERENCE: Section 4-103, General Provisions Concerning Boards,

COLUMBUS CODE REFERENCES: No specific reference to this particular board, but
see Secs. 2-1, 2-3.01, 2-3.02 and 2-3.1 for general provision relating to all
boards, commissions, authorities and committees
COMPOSITION OF BOARD: Five members, consisting of one each from the two major
political parties and three appointed by the Columbus Council.
QUALIFICATIONS OF MEMBERS: Shall be electors and residents of Muscogee County.
Sec. 2-3.02 (a) Col. Code for general qualifications for all boards. No elected
official, no employee of any elected official, and no appointed officer or
employee of the consolidated government shall serve as a member of this board,
either as the executive director or as a member of the staff hired by the
executive director to perform the duties required of said board.

TERMS OF OFFICE: Members appointed to the initial terms shall serve until
December 31, 1991; thereafter, appointees of political parties shall serve for
two-year terms ending December 31, 1991, and then for four-year terms; and
appointees of the Columbus Council shall serve for four-year terms ending
December 31, 1995, and then for four-year terms. All appointees shall serve
until the appointment and qualification of their respective successors.
CHAIRPERSON: Members of the board shall select from among themselves a
chairperson.
EXECUTIVE DIRECTOR: The Columbus Council shall appoint an executive director,
who shall hire a staff necessary for carrying out the responsibilities that
rest upon the Board of Elections and Registration; and such positions of
employment and the compensation thereof shall be established in the annual
budget ordinance of the Consolidated Government or in amendments thereto.
POWERS, DUTIES, AND RESPONSIBILITIES: In addition to having the powers and
performing duties heretofore held and performed by the Muscogee County Board of
Elections and the Muscogee County Board of Registrars (relating to the conduct
of elections and primaries and the registration of voters and absentee
balloting procedures pursuant to subsection (b) of Code Section 21-2-40 of the
O.C.G.A.), the Muscogee County Board of Elections and Registration shall be
governed by the general laws hereinafter enacted by the General Assembly of
Georgia that apply to boards of elections and to registrars or to the combined
boards of elections and registration.
COMPENSATION: Compensation of members of this board and the executive director
shall be fixed by the Columbus Council.
SUCCESSION OF MEMBERS: See Col. Code, Sec. 2-1, for general provision applying
to all boards, commissions and authorities.

Charge/Mission: This board was established for the purpose of carrying out the
duties heretofore exercised by the Muscogee County Board of elections and the
Muscogee County Board of Registrars and which have the powers relating to the
