OCTOBER 9, 2007 COMMISSIONERS MEETING MINUTES
Commissioners present: Earnest Baulkmon, Beth Burgin, Ann Davis, Jack Collins,
Bill Consoletti, Susi Hamlett, Christine Dawson, Doris Estell, Priscilla
Marshall, Pat Killough, Michael Moshell, Greg Paul, Robert Watkins, Sherrylrae
Wicker, Lynna Spencer, Stan Stovall, Larry Trammell.
Also present: Gloria Weston-Smart, Carolyn Rucker, John Flournoy, Ashley
Smith.
Excused Absences:

CALL TO ORDER
The Meeting was called to order by Chairperson Stan Stovall.
TREASURER?S REPORT
The Treasurer?s Report was presented by Commissioner Greg Paul. The report
will be filed for audit.
PETITIONS AND COMMUNICATIONS
The Help-the-Hooch event will be held on Friday and Saturday, October 12 and
13, 2007. The local schools will clean their campuses on Friday and the
community will clean up on Saturday. The Household Hazardous Waste/ Computer
and Electronic Equipment Recycling event will be held Saturday, October 13,
2007, at the Columbus Civic Center from 9:00 a.m. until 1:00 p.m.
There will be a Watershed Festival and Thank You Party held at Golden Park on
Saturday, October 13, 2007 from 11:00 a.m. until 2:00 p.m., to thank the
volunteers for helping with the cleanup.
We had a full page ad in the Ledger and Enquirer to advertise the
Help-the-Hooch and The Household Hazardous Waste/ Computer and Electronic
Equipment Recycling event.

OLD BUSINESS
Lonnie Jackson Memorial: Stan Stovall and Gloria Weston-Smart met with Calvin
Smyre to discuss a donation from the Synovus Foundation. We are going to
submit a request to the State Delegation asking them to support the Memorial
during the 2008 Legislative Session. We have submitted to Congressman Bishop a
request for support. Postcards to sell bricks at $50.00 each are available.
The project will be built in two phases: First will be the Memorial to honor
Lonnie Jackson. The second phase will be restrooms and storage facilities.
Stan gave some background information on Lonnie Jackson for the new
Commissioners. Commissioner Robert Watkins shared his concerns on why the
Committee decided to build a memorial and not raise funds to support the CCSC
Tutorial Program. Gloria stated the Lonnie Jackson Committee decided on a
memorial and asked Gary Gullatt for a design. Gloria also stated that it is
not the role of KCBC to raise funds for another agency or program.
KCBC MISSION STATEMENT
The Commission voted to change the Mission Statement to:
TO ENGAGE AND EDUCATE INDIVIDUALS TO TAKE GREATER RESPONSIBILITY FOR ENHANCING
BEAUTIFICATION, PROTECTING THE ENVIRONMENT, AND ELIMINATING LITTER AND BLIGHT.
Scenic Byways: The Scenic Byways Celebration will be held on Friday, October
19, 2007 at 9:00 a.m. at the Welcome Center, Williams Road, Exit 12.
COURTESY POLICY
At the discretion of the KCBC Executive Director, up to $50.00 may be spent for
memorials, illnesses, gifts of appreciation and like occasions for Keep
Columbus Beautiful Commissioners and their immediate families, city officials,
community agency officials and guest speakers.
PRESENTATION
John Flournoy gave the Commissioners an update on the Gateways project. He
stated that construction on the new interchange to Fort Benning, located at
Victory Drive, has been moved forward. He showed the Commissioners the
proposed design for the entrance. It will be well lighted and display 20
American flags. ?Fort Benning Georgia? will be inscribed across the existing
bridge. The Federal Government will provide most of the funding. The
estimated cost is $3,000,000.00 to $4,000,000.00. John also stated that
enchancement plans are in the works for the entrance into Georgia from Alabama
on J. R. Allen Parkway.
John Flournoy gave an update on the billboard lawsuit. The suit is brought by
Columbus Consolidated Government, Trees Columbus, Keep Columbus Beautiful
Commission and the Gateways Foundation.
2007-08 KCBC PROGRAMS
Telephone Book Recycling: This project started in October 2007 and books will
be collected until January 2008. The schools collecting the most telephone
books can win cash prizes to be used at their school. Winners are announced
just prior to the Awards Luncheon.
Magic of Recycling: Begins the week of November 5-9th, 2007. There will be 12
shows this year at different elementary schools, Columbus Community Center and
Columbus Public Library.
Bring One for the Chipper: Begins December 26, 2007. Residents may drop off
their Christmas trees. On Saturday, January 5, 2008, trees will be chipped
into mulch. All Commissioners are encouraged to volunteer for this project.
This year we have a new drop off location at Columbus Botanical Gardens. The
other locations are Britt David Park, Cooper Creek Park, Shirley Winston Park
and Dinglewood Park.
City-wide Arbor Day Celebration will be Saturday, February 16, 2008, at
Lakebottom Park. Plans are still on-going. The celebration is special this
year because Columbus is celebrating the 30th Anniversary of being designated a
?Tree City USA?.
Tour of Gardens: The Tour will be held on Saturday, May 3, 2008. Featured
gardens are in the Green Island and Brookstone area. There will be a flower
show and plant sale. This is the only fundraiser for the year for KCBC.
KCBC Awards Luncheon will be held on Thursday, May 8, 2008, at the Columbus
Convention & Trade Center.
ANNOUNCEMENTS
The next Commissioners Board Meeting will be Tuesday, December 11, 2007 at
12:00 Noon at 2000 Opportunities.
Gloria will attend the KGB Luncheon in Atlanta, at the Georgia Aquarium on
October 25, 2007 If any of our Commissioners want to attend with her, please
give her a call.
The Commission voted to support TAD. Information flyers were given out to
Commissioners explaining TAD and they were also encouraged to attend Forums
that are being held to educate the public.
