SUBJECT: Acquisition of Property: 413 Andrews Road, Tax Map 041 006 017



INITIATED BY: Amy Carbajal, Director of Community Reinvestment





Recommendation: Approval is requested to execute a contract with Flournoy

Construction, LLC, to purchase 1.9 acres of property located at 413 Andrews

Road for $85,000 from Enterprise Zone Funds. Acquisition of this property will

allow the City to assemble a large tract of land for redevelopment of an area

within the Enterprise Zone.



Background: The City purchased 12.4 acres of land on Andrews Road (known

as the Hardaway Property) and conducted a Brownsfield program to clear the

property of environmental contamination. The property was cleared this year.

The city is also in the process of purchasing 2.2 acres of property (Highnote

Property) adjacent to the Hardaway Property. Environmental clearance is nearly

complete and acquisition will take place this year.



Recently the City was approached by the Flournoy's to purchase 1.9 acres on the

opposite side of the Hardaway Property. The asking price for the property is

$85,000. A Phase I Environmental Review has been conducted and found some

areas that may require a Phase II. The Seller and Purchaser will share the

cost of the Phase II equally, should they both agree that one must be

completed. An appraisal, ordered by the City, was also conducted and it showed

that the property is worth $116,000.



The Seller's would like to close on this transaction before the end of the

calendar year.



Analysis: Acquisition of this property will allow the City to assemble a large

tract of land for redevelopment of an area within the Enterprise Zone.



Financial Considerations: The property will be purchased with Enterprise Zone

SPLOST funds.



Projected Annual Fiscal Impact Statement: The City will conduct normal

maintenance until sold.



Legal Considerations: Council must approve all real estate acquisitions.



Recommendations/ Actions: Approval is requested for the City Manager to

execute the Sales Contract and to follow through with the purchase of property

located at 413 Andrews Road.

A RESOLUTION AUTHORIZING THE ACQUISITION OF APPROXIMATELY 1.9 ACRES OF PROPERTY

LOCATED AT 413 ANDREWS ROAD FOR $85,000 FROM FLOURNOY CONSTRUCTION, LLC., WITH

ENTERPRIZE ZONE FUNDS.

WHEREAS, the property is located adjacent to city-owned property and can be

assembled for economic development purposes; and,

WHEREAS, the acquisition of this property is consistent with the intent of the

Enterprise Zone and SPLOST program; and,

WHEREAS, funding exists in the Enterprise Zone SPLOST account to purchase the

property for $85,000.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute the Sales

Agreement and any relevant documents that will be necessary to purchase said

property located at 413 Andrews Road, Columbus, Georgia, tax map 041-006-017.
