CITY MANAGER'S AGENDA

I. WYNNTON ROAD MASTER PLAN - SUPPLEMENTAL AGREEMENT NUMBER 1:



Approval is requested to sign the Supplemental Agreement Number 1, with the

Georgia Department of Transportation (GDOT) for the Wynnton Road Master Plan

(streetscapes) project to insure the funding for this project will be

maintained in the event this project cannot be completed by this date, The

Georgia Department of Transportation has requested that a supplemental

agreement with a new completion date of December 31, 2019 be agreed to by the

city.





II. FY2019 GEORGIA DOT - TRANSPORTATION PLANNING CONTRACT:



Approval is requested to execute a contract with the Georgia Department of

Transportation for Financial Assistance to carry out the FY 2019 Transportation

Planning Work Activities of the Columbus-Phenix City Transportation Study

(C-PCTS).





III. COLUMBUS FIRE AND EMS SURPLUS VEHICLES:



Approval is requested authorizing the declaration of (5) Fire Trucks and (2)

Ambulances as surplus, in accordance with section 7-501 of the charter of

Columbus Consolidated Government. Approval is requested for the Columbus

Department of Fire and Emergency Medical Services to donate 7 surplus vehicles

to surrounding volunteer fire departments.





IV. RETIRED SENIOR VOLUNTEER PROGRAM:



Approval is requested to submit an application and if approved, accept funds

from the Corporation for National and Community Service to run the RSVP program

in our area and to amend the Multi-Governmental Fund by the amount of the grant

awarded. The grant amount will be $40,000.00 or as otherwise awarded by the

CNCS, per year for three years, with an in-kind match amount from the City of

Columbus up to 30%, provided in the form of salary and wages. The grant amount

requested is to be used to implement the program and volunteer expenses. The

grant will begin July 1, 2018 and run for three years.





V. FALCON STREET-CLOSURE AND ABANDONMENT:



Approval is requested to authorize the changing of the Official Street

Map and Tax Maps of the Consolidated Government of Columbus, Georgia by

officially closing and abandoning Falcon Street beginning at its intersection

of the official right of way of Fairchild Drive and extending eastward 128 ft.

more or less to the dead end as shown on the Plat for Section Five, Lincoln

Hills Subdivision; reserving utility easements; and for other purposes.





VI. FFY2018/FY 2019 ANNUAL ACTION PLAN AND SUBSTANTIAL AMENDMENT TO THE

FFY 2014 ? 2017 ANNUAL ACTION PLANS AND NEIGHBORHOOD STABILIZATION PROGRAMS

(NSP) 1 & 3:



Approval is requested for the filing of the FFY 2018/FY 2019 Annual

Action Plan, applications for Entitlement funding for the Community Development

Block Grant (CDBG) and the HOME Investment Partnership Program (HOME),

including a substantial amendment to the FFY 2014 ? 2017 Annual Action Plans

and Neighborhood Stabilization Program (NSP) 1 & 3. The sources of federal

funding and programs for FFY2018/FY 2019 are the Community Development Block

Grant (CDBG) in the amount of $2,256,354, the HOME Investment Partnership

Program (HOME) in the amount of $1,024,592, and NSP 1 & 3 program income in the

amount of $550,677.







VII. WESTVILLE ? REQUESTED EXTENSION OF MEMORANDUM OF AGREEMENT:



Approval is requested to enter into an amended Memorandum of Agreement

(MOA) with Historic Westville, Inc. to extend the time frame until November 30,

2018 to begin normal operations of the Living History Museum due to the weather

and moving delays by the contractor.





VIII. STREET ACCEPTANCE - THAT PORTION OF NORTH IVY PARK DRIVE LOCATED

IN SECTION FIVE PHASE ONE, NORTH IVY PARK:



Approval is requested for the acceptance of that portion of North Ivy Park

Drive located in Section Five Phase One, North Ivy Park. The Engineering

Department has inspected said streets and recommends acceptance of the same.





IX. MUSCOGEE COUNTY PRE-DISASTER HAZARD MITIGATION PLAN:



Approval is requested for the adoption of the Muscogee County

Pre-Disaster Hazard Mitigation Plan for CRS Program purposes.

1. Dial-a-Ride Buses (Annual Contract) ? RFB No. 18-0061

Scope of Bid

Provide Dial-A-Ride para-transit buses to be used by the METRA Department of

Transportation.

The buses will be 26-foot low floor medium duty buses and clean diesel. The

buses will be used by METRA to provide ADA Complementary Paratransit Service to

eligible persons with disabilities who are, because of their disability, unable

to board, ride or disembark from an accessible vehicle in METRA's regular bus

service. Service is provided with special lift-equipped buses on a

curb-to-curb, shared ride basis.



The contract term will be for one (1) years, with the option to renew for two

additional twelve-month periods.

Scope of Bid

Provide, repair and maintain one (1) plotter printer and one (1) scanner, on a

rental basis, for the Engineering Department located in the Government Center

Annex. (CanoniPF9000S & Colotrac SmartLF Gx+ 42 or equivalent)



The minimum contract term shall be for sixty (60) months. The contract will be

automatically renewed (without the need for any further action) every 12 months

until the end of such 60-month term.
