COUNCIL BRIEFING
December 20, 2005
A Meeting of the Council of Columbus, Georgia was held on December 20,
2005, in the Council Chamber?s Conference Room, Plaza Level, Government
Center. Mayor Robert S. Poydasheff, Mayor, presiding.
PRESENT: Present other than Mayor Poydasheff was Mayor Pro Tem John J. Rodgers
and Councilors R. Gary Allen, Wayne Anthony, Glenn Davis (arrived at 8:41
a.m.), Berry Henderson, Julius Hunter, Jr. (arrived at 8:40 a.m.), Charles E.
McDaniel, Jr., Evelyn Turner Pugh (arrived at 8:39 a.m.) and Nathan Suber.
City Manager Isaiah Hugley, Deputy City Manager Lisa Goodwin, Deputy City
Manager David Arrington, Assistant City Attorney Jamie DeLoach, Assistant
Engineering Director Donna Newman and Deputy Clerk of Council Sandra Davis.
ABSENT: Councilor Evelyn Woodson was absent.

City Equipment:
City Manager Hugley advised the Council of the problem with theft of City
equipment. He then outlined the equipment and the value of each of the items
that have been stolen from the yard on Cusseta Road from the Department of
Parks and Recreation. He briefly discussed the measures that were taken by
Director of Public Services Rufus Riggs, in an effort to deter the theft of
equipment. He then expressed concerns with the aesthetics of the concrete
barricades that have been lined up. He said at some point, we may have to
consider the steel ballards. He reported that the only equipment that has been
returned is the $30,000 dump truck, but we are still missing about $156,000 in
equipment.
Councilor McDaniel offered a possible solution to the theft by suggesting the
use of the clubs on the steering wheels. City Manager Hugley said that we are
also looking into installing cameras.
Public Agenda:
City Manager Hugley pointed out that Mr. Wayne Clark is on the Public Agenda
regarding the noise ordinance. He called attention to a history of
correspondences to Mr. Clark from former City Manager Cavezza that began in
2002 that also involved the Police Department. He then provided a chronology
of events that have occurred regarding Mr. Clark and the questions he has posed
to the City staff regarding the enforcement of the noise ordinance and the
responses that were provided referencing the noise level of jet engines from
Pratt & Whitney.
Councilor Suber questioned why there have not been responses to Mr. Clark
regarding his most recent questions, at which time, City Manager Hugley
explained that a response was made; however, it was not provided to Mr. Clark.
He maintained that we would provide Mr. Clark with those responses today.
Regarding the property at 6111 Garrett Road, City Manager Hugley reported that
there was research conducted on this property, which shows that Mr. Clark sold
this property; therefore, he no longer owns the property from which the noise
complaints were originated. He pointed out that we have not received any
complaints from the current owner since the property was sold in 2003.
Mayor Pro Tem Rodgers recalled that his understanding is that Mr. Clark
indicated that he sold the property under duress and he felt that he could have
gotten $90,000 more for the property. Councilor Allen also made reference to
his contacts with Mr. Clark where a meeting was arranged at his home. He
maintained that the Risk Manager had a decibel reader; Manager of Pratt Whitney
also had a decibel reader. He pointed out that when the jet engines were
revved up, the meter readings all came in under the allowable decibel in the
noise ordinance.
SPLOST:
City Manager Hugley pointed out that on an annual basis, we are required to
advertise the SPLOST and he wanted to provide the members of Council with a
copy of what is in the newspaper today.
