MINUTES # 02-06
The Columbus, Georgia, Board of Tax Assessors met Wednesday, January 11, 2006,
at 2:00PM with Chairman William Braxton, Assessors Richard Stallings, Ann
Grantham and Pat Hunter present. Also present was Interim Chief Appraiser Betty
J. Middleton.
Assessor Pat Hunter made a motion to approve Minutes # 01-06, Assessor Ann
Grantham seconded the motion, motion carried unanimously
The Board approved assessment corrections for real estate.
The following VA letters of application for VA exemption were reviewed and
approved:

The Board continued discussing the modified draft of the bond letter; no final
decision was made. Com Div Chief Linda King and Pers Prop Div Chief Oliver
Juhan are to continue working on the draft of the bond letter for personal
property.
Met with Mr. Hurst regarding his personal property account 05699701 for the tax
years 1998, 1999, 2000 and 2001. Mr. Hurst said he filed for bankruptcy in 1999
and he thought the taxes were part of the bankruptcy. (Taxes are not a
dischargeable debt in bankruptcy). He said he closed his business license in
1999 and the bank liquidated all of his assets. Assessor Ann Grantham made the
motion to remove the assessments for the year 2000 and 2001, but leave the
assessments for 1998 and 1999 in place. Assessor Pat Hunter seconded the
motion, motion carried unanimously.
Ms. Anderson had an appointment with the Board of Tax Assessors; however, did
not appear. (Account # 06712691).

Met with Mr. Davis regarding his personal property account 06545701 for the tax
years 2004 and 2005. Mr. Davis said he opened his business in July 2003 and
closed it in August 2004. He said he did not have any inventory. Assessor
Richard Stallings made a motion to remove the assessment for the year 2005 and
leave the assessment for 2004 in place; Assessor Pat Hunter seconded it; motion
carried unanimously.
Ms. Presley had an appointment with the Board of Tax Assessors, however, did
not appear. (Account # 06300401).
Met with Residential Division Chief Bob O?Brien, reviewed and approved the
following:

Met with Personal Property Division Chief Oliver Juhan, reviewed and approved

The Board discussed Parcel ID P0484201 and agreed for City Attorney Clifton Fay
to make a settlement offer allowing 85% of the Freeport Exemption. They also
discussed X0200101, X2000801, 06456701, 06223201; X0400101 and 06024401 and
asked Pers Prop Div Chief Oliver Juhan and Com Div Chief Linda to arrive at the
bonded and non-bonded values for these accounts and bring back a recommendation
next week. There are problems with plats and deeds for the Econo Lodge
property, which have been resolved for tax year 2006, but are still pending
clear title for the last three years.
