AN ORDINANCE

An ordinance amending Chapter 14 of the Columbus Code so as to authorize use of

electric personal assistive mobility devices or golf carts or low-speed

vehicles on portions of the Columbus Riverwalk and 14th Street Pedestrian

Bridge; providing a speed limit for such devices and vehicles; and for other

purposes.

THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:



SECTION 1.



Section 14-7.1 of the Columbus Code is hereby amended by adding a new

subsection (d) to read as follows:



?(d)(1) Notwithstanding any other provision of this Code section, the

City Manager may authorize the use of electric personal assistive mobility

devices as defined in O.C.G.A. Section 40-1-1(15.6) or golf carts as defined in

O.C.G.A. Section 40-1-1(17.2) or low-speed vehicles as defined in O.C.G.A.

Section 40-1-1(25.1) along certain portions of the Columbus Riverwalk. Any

business or organization desiring to use such devices or carts on portions of

the Riverwalk or 14th Street Pedestrian Bridge shall make application to the

City Manager on forms prescribed by the City Manager and shall be licensed to

conduct business in Columbus, Georgia or Phenix City, Alabama. Any such

business or organization shall be subject to rules promulgated by the City

Manager and shall carry a minimum of $500,000 general liability insurance

through a company licensed to do business in Georgia, with Columbus, Georgia

being named as an additional insured. Any permit granted by the City Manager

for such activity shall be valid for a period of one year and may be revoked by

the City Manager for any violation of rules governing the use of such devices.

(2) It shall be unlawful for any person to operate any device, cart or

vehicle described in this subsection at a speed greater than 15 miles per hour

on any portion of the Columbus Riverwalk or 14th Street Pedestrian Bridge. Any

person violating this Code section shall be punished as provided in Section 1-8

of the Columbus Code.?



SECTION 2.



All ordinances and parts of ordinances in conflict with this ordinance

are hereby repealed.
