SUBJECT: Deletion as Public Streets

Segments of Levy Road and Elvan Avenue



INITIATED BY: Engineering







Recommendation: Approve the attached ordinance deleting segments of Levy

Road and Elvan Avenue as Official City Streets and declaring them surplus for

disposal in accordance to the City Charter.



Background: The Columbus Development Authority is working with the

Housing Authority to assemble parcels of land located southeast of Benning

Drive, north of Melrich Avenue and east of Victory Drive to be developed as a

Walmart Superstore. The property includes the old Baker High School site which

has segments of Levy Road and Elvan Avenue running thru the site.



Analysis: To assist this development, the City is deleting the segments of

Levy Road and Elvan Avenue as public streets to be disposed of by deeding the

street rights-of-way to the Development Authority.



Financial Considerations: Should the two road segments remain in place, it

would prevent the properties from being assembled to allow this development to

proceed.



Projected Annual Fiscal Impact Statement: The City will not receive any direct

financial payment for the streets.



Legal Considerations: The City will receive tax revenue from this development

and products sold.



Recommendations/ Actions: Approve the deletion of the street segments of Levy

Road and Elvan Avenue as public streets and authorization the declaration as

surplus for disposal.
