MINUTES # 16-08



The Columbus, Georgia, Board of Tax Assessors met Monday, May 5, 2008 at 9:00AM

with Chairman William Braxton, Assessor Lawton Grantham, Assessor Richard

Stallings, Assessor Ann Grantham and Assessor Pat Hunter. Also present was

Chief Appraiser Betty J. Middleton.



Assessor Richard Stallings made the motion to approve corrected Min#15-08;

Assessor Lawton Grantham seconded the motion; motion carried unanimously.



Met with Mr. Riddle concerning three properties the Consolidated Government of

Columbus will be taking to replace an old sanitary sewer running under the

houses. The owners will have the first right of refusal when the project is

completed. The taxpayers? concerns are what value would the taxes be based on.

Assessor Lawton Grantham made the motion that the final local value for 2008

would be the beginning point if the house was rebuilt with the same foot print

and amenities, anything else would be added at current fair market value (same

as allowed in the 1983 tax freeze referendum); taxpayer will be given 12 months

after reacquisition to rebuild their house. Assessor Ann Grantham seconded the

motion; motion carried.



Met with Residential Division Manager Bob O?Brien, reviewed and approved the

following:



2008 Map Split: 1



Exit Chief Appraiser/Secretary Betty Middleton to attend Mayor Wetherington?s

presentation concerning the One Percent Sales Tax referendum at 10:30AM.



Admin Asst Ingrid Elmore took the minutes for the remainder of the meeting.



Met with Commercial Division Manager Linda King, reviewed and approved the

following:



2008 Map Split: 1



Com Div Mgr Linda King apprised the Board of the change concerning the

Development Authority Bond Letter for J & P Family, LLLP Project ? Series 2008.

After discussion the Chairman signed the revised Development Authority Bond

letter for J & P Family, LLLP Project ? Series 2008.



Com Div Mgr Linda King also informed the Board about a problem regarding a

property not being properly replatted. The Board decided that the properties

will be subject to full taxation if the proper plats are not submitted for the

2009 tax digest.

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved

the following:



Assessment Corrections: 1(+)

Appeal: 1(-)

Freeport Applications: 17(Approved)



Pers Prop Div Mgr Oliver Juhan informed the Board that he has not received a

reply to a letter requesting detailed information concerning Freeport

Applications from several businesses. The Board suggested to give the

businesses a courtesy call reminding them of the deadline to furnish the

requested information and to mail these Freeport letters by certified mail in

the future.
