SUBJECT: Hands On Georgia Challenge Grant
INITIATED BY: Finance Department
Recommendation: Accept responsibility as Pass-Through Agency for the Hands On
Georgia Challenge Grant as approved by the Department of Community Affairs.
Amend the Multi-Governmental Fund by $5,000 in flow-through revenues and
expenditures.
Background: Hands on Columbus has made application and been awarded a $5,000
Hands on Georgia Challenge Grant. These funds are channeled through the
Georgia Department of Community Affairs and passed through the local
government. The local government must ascertain whether the agency meets the
State requirements concerning the non-sectarian and gratuities clauses of the
Official Code. The City of Columbus has been acting as pass-through agency
since 1993 with no problems on the state or local level.
Analysis: Many local agencies rely heavily on funding through Local
Assistance Grants to help with the costs of daily operations. Some use the
funds to operate a specific program that might not otherwise be available to
citizens. The citizens of Columbus benefit greatly from the programs that are
funded with Local Assistance Grants
Financial Considerations: As pass-through agency, the City of Columbus is
responsible for any funds deemed misspent by the awarding agency. A Local
Assistance Grant Agreement is signed and kept on file for all organizations
receiving funds. This agreement indicates that, if funds are deemed misspent,
the organization will reimburse the City of Columbus.
Legal Considerations: It is the responsibility of the Local Government to
ascertain if an organization is in compliance with the Official Code regarding
the sectarian and gratuity clause. The Local Assistance Grant Agreement, which
is signed by all sub-recipients, has been previewed and approved by the City
Attorney?s office.
Recommendations: Approval of a resolution to accept responsibility as
Pass-Through Agency for the Hands On Georgia Challenge Grant as approved by the
Department of Community Affairs and amend the Multi-Governmental Fund by $5,000
in flow-through revenues and expenditures.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF A PASS-THROUGH GRANT FROM
THE HANDS ON GEORGIA CHALLENGE GRANT PROGRAM IN THE AMOUNT OF $5,000 FOR HAND
ON COLUMBUS; AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY A LIKE AMOUNT.
WHEREAS, Columbus, as the local government agency, is the conduit for certain
grants appropriated by the Georgia Department of Community Affairs; and,
WHEREAS, upon acceptance of the agreement and execution of the contract for the
grant, Columbus will receive funds and then process a payment to Hands On
Columbus.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
1. The pass-through grant agreement, subsequent contract and funds be
processed by the City of Columbus for Hands On Columbus as appropriated by the
Department of Community Affairs.
2. The City Manager and/or his designee are authorized to take such actions
as required for satisfaction of the grant conditions.
