The term of office of Ms. Elizabeth A. Matheny will expire on December 31,
2011. Ms. Matheny is eligible to serve a new term of office on this board, as
just was just recently appointed back in August to fill the unexpired term of
Ms. Shana Dean Young who resigned from the Board.
Also, we currently have three other vacancies that need to be filled. Mr.
Albert Sanders, as well as Ms. Mary Miles have not been attending the meetings;
therefore, they are asking the Council to replace those members.
Enclosed is a copy of our data sheet, as well as a list of the current
members.
Please advise if there are any questions.
REGIONAL SIX REGIONAL PLANNING BOARD FOR DEPARTMENT OF BEHAVIORAL HEALTH AND
DEVELOPMENTAL DISABILITIES
CREATED BY: In accordance with O.C.G.A. section 37-4-2.1 (b), there is created
a regional mental health, mental re, and substance board as the governing body
for each regional mental health, mental retardation, and substance abuse
planning unit established under O.C.G.A. SECTION 37-4-2.1 (a). The Board shall
hereafter be known as the West Central Georgia Regional Mental Health, Mental
Retardation, and Substance Abuse Board.
CHARTER REFERENCE: The Columbus Charter makes no reference to this board, but
it does make a brief reference to the powers and duties of the Department of
Civil Defense in sec. 4-508.
COMPOSTION OF BOARD: This board shall consist of sixteen (16) members
representing sixteen (16) counties.
MEMBERS APPOINTED BY: The appointment for each county shall be made by the
county governing authority.
The county governing authority shall appoint a consumer of disability services
a family member of a consumer, an advocate for disability services, or a local
leader or businessperson with an interest in mental retardation, and substance
abuse.
TERMS OF OFFICE: Three years (Res. No. 138-71) Four years (Ord. No. 95-72)
POWERS, DUTIES, AND RESPONSIBILITIES: The original creating resolution, No.
9-65, provided that the board shall review the department?s budget prior to it
being submitted to the city and county commissions, review and approve the
Columbus-Muscogee County Civil Defense Operational Plans, continue study and
evaluation of the civil defense plans, policies and programs directing changes
as necessary to conform to state policy and program and assist the director in
supervision in the event of a civil defense emergency. The board shall exercise
no administrative control over personnel and operation of the Columbus-Muscogee
County Civil Defense office. The latter resolution No. 138-71, simply created a
Civil Defense Advisory and named its members and set their terms of office. It
did not address any other aspect of the matter.

COMPENSATION: Members are not compensated.

Meeting Date: Third Tuesday of every month at 2:00 p.m.
Charge/Mission: The purpose of the Region Six Regional Planning for Department
of Behavioral Health and Developmental Disabilities (Formerly West Central
Georgia Regional Board) shall be to provide and facilitate coordinated and
comprehensive planning and service delivery for the West Central Region in
conformity with standards and procedures established by the Division of Mental
Health, Mental Retardation and Substance Abuse. The West Central Georgia
Regional Board shall establish policy and direction for disability services
planning, delivery and evaluation, including outcome functions as may be
provided or authorized by law. Membership of the West Central Regional Board
shall be for a period of three years and until the member's successor is
appointed and qualified. A member may serve no more than two consecutive terms.
