SUBJECT: Acquisition of Property ? 2101, 2119 and 2207 First Avenue



INITIATED BY: Department of Community Reinvestment







Recommendation: Approval is requested to purchase the following parcels: 2101

First Avenue representing approximately .1 acre; 2119 First Avenue representing

.2 acres; and 2207 First Avenue representing approximately .07 acres. (see

attached map) The property has been appraised at $36,600 for all three

parcels. The purchase price is $36,600.00



Background: The City built a pavilion on the Riverfront directly behind the

2200 block of First Avenue. It is in the best interest of the City to have a

clear view of the pavilion. In pursuing the property at 2207 First Avenue, the

City determined that the same owner has 2101 and 2119 First Avenue. Because

some of these lots have demolition liens and weed liens, the owner would like

to sell all three parcels to the City to satisfy the liens. A Phase I

Environmental Reviews has been conducted and cleared



Analysis: This property is within the First and Second Avenue corridors that

has been a focus for voluntary acquisition. It is necessary to acquire

properties that assist the City in maintaining a clean and safe environment at

the pavilion. It is also located within the Second Avenue Redevelopment Area.



Financial Considerations: Community Development Block Grant funds will be used

to purchase the property.



Projected Annual Fiscal Impact Statement: The City will recoup demolition

costs and weed liens. The City will also utilize this land to accomplish a

National Objective in keeping with US Department of Housing and Urban

Development requirements.



Legal Considerations: Council must approve the purchase of real estate. A

resolution is included.



Recommendations/ Actions: Approve the attached resolutions authorizing the

purchase of property as listed therein.

A RESOLUTION AUTHORIZING THE PURCHASE OF 2101, 2119 AND 2207 FIRST AVENUE, IN

THE FIRST AVENUE CORRIDOR, COLUMBUS, MUSCOGEE COUNTY, GEORGIA.

WHEREAS, the property is located in the Second Avenue Redevelopment Area; and,

WHEREAS, it has been determined that the price of the properties at $ 5,000 for

2207 First Avenue, $9,600 for 2101 First Avenue and $22,000 for 2119 First

Avenue ($36,600 total) is fair and equitable; and,

WHEREAS, it is in the best interest of the Consolidated Government of Columbus,

Georgia to purchase said property.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to purchase the properties

as follows: $5,000 for 2207 First Avenue, $9,600 for 2101 First Avenue and

$22,000 for 2119 First Avenue ($36,600 total) with funding from the Community

Development Block Grant funds.
