MINUTES # 31-11
The Columbus, Georgia, Board of Tax Assessors met Monday, August 22, 2011 at
9:00AM with Chairman Lawton Grantham, Assessor Ann Grantham, and Assessor
Derrick Shields present. Also present was Chief Appraiser Betty J. Middleton.
Assessor Pat Hunter was absent.
Assessor Ann Grantham made a motion to approve Min#30-11. Assessor Derrick
Shields seconded the motion. Motion carried unanimously.
Assessor Derrick Shields made a motion to excuse Assessor Pat Hunter ;
Assessor Ann Grantham seconded it, motion carried.
The Board signed assessment corrections for real estate.
Chief Appraiser Betty Middleton informed the Board that Assessor Scott Boyce
has submitted his letter of resignation to Council as of August 15, 2011.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:
Value Corrections for Multiyears: 2
Com Div Mgr Linda King discussed with the Board problems she encountered
regarding bond projects. Chairman Lawton Grantham requested her to draft a
letter to the Development Authority outlining these problems for the Board?s
signature.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Appeals: 1(-)
Assessment Corrections: 1(-)
3(TAX)
1(NT)
Chief Appraiser Betty Middleton presented applications requesting
non-taxability for 2009. The applications were held since the Board was making
a decision on taxability of Section 8 rents. After

discussion Assessor Ann Grantham made a motion to deny non-taxability for 002
008 012 and 024 for 2009; Assessor Derrick Shields seconded the motion; motion
carried. Assessor Ann Grantham made a motion to deny tax exempt status for PIDs
002 005 011, 002 005 012, 002 005 013, 002 006 002 , 002 006 003, 002 006
005, 002 007 017, 003 028 007 and 050 029 018 (9 houses) for 2009; Assessor
Derrick Shields seconded the motion, motion carried. Assessor Derrick Shields
made a motion to deny tax exempt status for PID 002 007 018 and 039 015 005
(vacant lots) for 2009; Assessor Ann Grantham seconded the motion; motion
carried.
