SUBJECT: Revised Baker Village Revitalization Plan and endorsement of a
low-income housing tax credit application to Georgia Department of Community
Affairs for Baker Village III
INITIATED BY: Columbus Housing Authority
Recommendation: Approval is requested of the Revised Baker Village
Revitalization Plan dated February 9, 2010 and City Council support of a
low-income housing tax credit application to Georgia Department of Community
Affairs for Baker Village Phase III
Background: In December 2006 the Council of Columbus, Georgia approved
$3,585,000 in infrastructure funding for the Baker Village Revitalization
Project. City Council further approved the Baker Village Revitalization Plan
for Newton D. Baker Village in April 2007. The Housing Authority of Columbus,
Georgia and their development partner, Columbia Residential, have successfully
constructed Baker Village Phase I consisting of 148 units of family housing.
Baker Village Phase II is currently under construction and consists of 148
family units. Construction completion is scheduled for November 2010. The
Housing Authority of Columbus, Georgia and Columbia Residential propose to
construct an additional 120 units of senior housing in Baker Village Phase III
and are required to obtain City Council approval.
Analysis: The Baker Village Revitalization Project has changed the Columbus
South community. New, modern affordable family housing has been constructed
for a total of 296 one, two and three bedroom units. There still is a need for
senior housing in the area. The Housing Authority of Columbus, Georgia and
Columbia Residential propose to satisfy that need with an additional 120
one-bedroom units that will affordable to seniors only.
Financial Considerations: No additional City funds are being committed by the
City for this project beyond what has already been committed. Funding for the
senior development will be a combination of Housing Authority funds, low-income
housing tax credit equity and private mortgage.
Recommendations/ Actions: Recommendation is made that City Council approve
the revised Baker Village Revitalization Plan and endorse the application by
the Housing Authority of Columbus, Georgia/Columbia Residential for Low Income
Housing Tax Credits with the Georgia Department of Community Affairs as
outlined in the attached Resolution.

A RESOLUTION APPROVING THE REVISED BAKER VILLAGE REVITALIZATION PLAN
(REVISED FEBRUARY 9, 2010) AND ENDORSING THE APPLICATION BY THE HOUSING
AUTHORITY OF COLUMBUS, GEORGIA/COLUMBIA RESIDENTIAL PARTNERSHIP TO THE GEORGIA
DEPARTMENT OF COMMUNITY AFFAIRS FOR LOW-INCOME HOUSING TAX CREDITS TO CONSTRUCT
BAKER VILLAGE APARTMENTS PHASE III ? A MULTI-FAMILY SENIOR COMMUNITY TO BE
LOCATE AT 1455 FORT BENNING ROAD, COLUMBUS, GEORGIA; AND FOR OTHER PURPOSES.
WHEREAS, the City Council adopted on April 10, 2007 by Resolution No.
159-07 the Revitalization Plan for Newton D. Baker Village; and,
WHEREAS, a revision to the Revitalization Plan for Newton D. Baker
Village, 1455 Fort Benning Road, Columbus, Georgia dated February 9, 2010 has
been presented to City Council and is attached to this Resolution; and,
WHEREAS, the City Council approved by Resolution No. 159-07 the
application by the Housing Authority of Columbus, Georgia (HACG)/Columbia
Residential Partnership to the Georgia Department of Community Affairs for
low-income housing tax credits for construction of Baker Village Apartments
Phase I ? a multi-family community; and,
WHEREAS, the City Council approved by Resolution No. 117-08 the
application by HACG/Columbia Residential Partnership to the Georgia Department
of Community Affairs for low-income housing tax credits for construction of
Baker Village Apartments Phase II ? a multi-family community; and,
WHEREAS, HACG/Columbia Residential Partnership were successful in
obtaining low-income housing tax credits for Baker Village Phase I and II; and,
WHEREAS, in furtherance of the revised Baker Village Revitalization
Plan, HACG with their developer/partner, Columbia Residential, is applying to
the Georgia Department of Community Affairs (DCA) for low-income housing tax
credits to construct Baker Village Apartments Phase III, 1455 Fort Benning
Road, Columbus, Georgia; and,
WHEREAS, a summary of said application is attached hereto as Exhibit A;
and,
WHEREAS, the site of the proposed community is located within Census
Tract 32.00; and,
WHEREAS, DCA has established regulations whereby low-income housing tax
credit applications, to be competitive, must be formally endorsed by the
governing authority of the pertinent municipality or county.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Council hereby adopts the Revised Baker Village
Revitalization Strategy dated February 9, 2010 and the Strategy with its
funding sources, target area, housing policy goals and implementation measures
will serve as the Redevelopment Plan for this project. No additional funds are
being requested from the City for this project beyond the amount already
committed. The City Council further endorses the application by the Housing
Authority of Columbus, Georgia and their development partner, Columbia
Residential, to the Georgia Department of Community Affairs for low-income tax
credits to construct the proposed Baker Village Apartments ? Phase III.
