SUBJECT: Use of OLOST Public Safety Contingency
INITIATED BY: Sheriff Office / Finance Department
Recommendation: Approval is requested authorizing the use of Other Local
Option Sales Tax (OLOST) contingency in the FY18 budget to provide for the
installation of a mobile kitchen due to repairs of the kitchen floor at the
Muscogee County Jail at an estimated cost of $109,145 - $164,945 as well as to
purchase and/or replace inoperable/obsolete tasers and equipment at a cost of
$20,164.96 for the Sheriff?s Office.
Background: The tile floor in the kitchen at the Muscogee County Jail is both a
safety hazard and in violation of health codes. The floor is cracked/chipped,
missing grout, and has areas of pooling with standing water and continues to
deteriorate. The Sheriff?s Office is working with the Engineering Department to
remove the existing floor and install new floor drains along with the new
flooring system. However, while repairs are being made to the kitchen floor,
the kitchen will be inoperable. A mobile kitchen will be setup by the food
services vendor at the Jail. The cost to setup the mobile kitchen and provide
food to inmates will range from $109,145 - $164,945 depending on the
construction timeframe, which could range from 30-60 days. The Sheriff?s
Office is also requesting to purchase and/or replace inoperable Tasers.
Currently, thirty-five Tasers within the department are inoperable or outdated.
Purchasing of the Tasers with associated equipment through the discounted
purchase plan provided by the vendor will net a savings of approximately
$18,000. The Tasers and associated equipment will be utilized by the Sheriff
Deputies to provide a weapons option that could prevent the necessity for
?deadly force,? thereby possibly preventing serious injury to an officer, or a
citizen taken into custody.
Analysis: The FY18 OLOST Public Safety contingency has funding available in the
amount of $313,881.
Financial Considerations: The request is being made to utilize contingency to
provide for the installation of a mobile kitchen due to repairs of the kitchen
floor at the Muscogee County Jail at an approximate cost of $109,145 - $164,945
as well as to purchase and/or replace inoperable/obsolete Tasers and equipment
at a cost of $20,164.96 for the Sheriff?s Office.
Legal Considerations: Council approval is required to utilize OLOST Public
Safety contingency funds.

A RESOLUTION

WHEREAS, floor in the kitchen at the Muscogee County Jail is both a safety
hazard and in violation of health codes; and
WHEREAS, the repairs to the kitchen floor will cause the jail kitchen to be
inoperable creating the need to install a mobile kitchen; and
WHEREAS, the purchasing of Tasers with associated equipment could prevent the
necessity to use ?deadly force? on a citizen taken into custody or serious
injury to an officer; and
WHEREAS, the Sheriff?s Office is requesting to use OLOST Public Safety
contingency to install a mobile kitchen at the jail and to purchase Tasers and
equipment.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the Sheriff?s Office is hereby authorized to use approximately $109,145 -
$164,945 to install the mobile kitchen at the jail and $20,164.96 to purchase
Tasers and equipment from OLOST Public Safety contingency funds.
Introduced at a regular meeting of the Council of Columbus, Georgia,
