SUBJECT: Georgia Power - Pole Attachment Agreement

Recommendation: Approved the attached Resolution authorizing the City
Manager to execute a Pole Attachment Agreement with Georgia Power to allow the
attachment of Traffic Signal Interconnect cable and other signal related
components to Georgia Power timber poles along Veterans Parkway and other
streets that are part of the Georgia Department of Transportation projects
NH000-00TS- (047) and NH000-00TS- (048).
Background: The City and Georgia DOT are working to implement two
traffic signal projects of NH000-00TS- (047) ATMS/Signal/CCTV/Fiber in Columbus
that provides a fiber optics communication link for all the signals along
Veterans Parkway back to the new Traffic Coordination Center to be constructed
within the Government Center Annex Building. This project will attach fiber
optic cable to the existing metallic signal interconnect cable that has existed
on the Georgia Power poles for the past 20 years. Project NH000-00TS- (048)
will construct the Traffic Coordination Center.
Analysis: The purpose of this project is to create a Traffic
Coordination Center (TCC) for Columbus to begin connecting traffic signal
systems, video cameras and other intelligent transportation devices to the
Center. This project will give Traffic Engineering direct connection via
fiber optics trunk system to these signal systems allowing us to visually
monitor traffic and change signal timing remotely. The TCC also has the
ability to communicate with the Georgia DOT Traffic Management Center in
Atlanta.
Financial Considerations: The Georgia Power Pole Attachment agreement requires
the City to maintain liability insurance in the amount of $5,000,000 for
damages and $10,000,000 for aggregate claims.
Legal Considerations: All official agreements require Council Approve.
Recommendations/ Actions: Authorize the City Manager to execute a Pole
Attachment Agreement with Georgia Power.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A POLE ATTACHMENT
AGREEMENT WITH GEORGIA POWER TO ALLOW THE CITY TO ATTACH TRAFFIC SIGNAL
INTERCONNECT CABLE AND OTHER SIGNAL COMPONENTS TO TIMBER POLES OWNED BY GEORGIA
POWER AS PART OF DOT PROJECTS NH000-00TS- (047) AND NH000-00TS- (048).
WHEREAS, the City and the Georgia Department of Transportation are implementing
two traffic signal projects of NH000-00TS- (047) AND NH000-00TS- (048) improve
traffic flow and reduce traffic congestion along Veterans Parkway; and,
WHEREAS, the City currently has metallic Traffic Signal Interconnect cable
attached to Georgia Power poles along said roadway with this project attaching
fiber optic cable to the same pole lines; and,
WHEREAS, Georgia Power now requires local governments and other utility
companies to enter into a Pole Attachment Agreements when attaching facilities
to their poles.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Pole Attachment
Agreement with Georgia Power to allow the City to attach traffic Signals
Interconnect Cable and other signal components to timber poles owned by Georgia
Power as part of DOT Projects NH000-00TS- (047) and NH000-000TS- (048).
