MINUTES # 35-09
The Columbus, Georgia, Board of Tax Assessors met Monday, September 28, 2009 at
9:00AM with, Chairman William Braxton, Assessor Richard Stallings, Assessor Ann
Grantham and Assessor Pat Hunter present. Assessor Lawton Grantham left at
10:30. Also, present was Chief Appraiser Betty J. Middleton.
Assessor Pat Hunter made the motion to approve Min#34-09; Assessor Ann Grantham
seconded the motion. Motion carried unanimously.
Chief Appraiser Betty Middleton presented additional documents furnished for
Personal Property Acct. #06531101. After reviewing the documents and discussion
the Board took no action. Regarding Personal Property Accts. #05803301 and
#05121801 Assessor Ann Grantham made motion, 2nd by Assessor Dick Stallings to
remove, except for 1st year delinquents, the value as being erroneously
assessed.
Ch. Appr. Betty Middleton apprised the Board of a letter received requesting an
Enterprise Zone abatement on PID 064 016 010 which is unfinished valuation.
Board requested Ms. Middleton to call taxpayer to explain the difference
between unfinished value and finished valuation abatement.
The Board received, reviewed and discussed a letter from the Development
Authority.
The Board requested Ch. Appr. Betty Middleton to invite Attorney Randy Lomax to
meet with the Board next week to discuss Binding Arbitration for PID 170 001
019 and 170 001 019H.
Met with Residential Division Manager Bob O?Brien to discuss the results of
mediation for PID 171 017 004 and 171 017 004H.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:
Past year Appeals: 1
Map Splits: 1
Past Year Map Split: 1
Comm. Mgr. King apprised the Board that she is almost finished with a draft of
the letter to the Development Authority that they requested her to draft for
them.
Comm Mgr. King and the Board briefly discussed the current value of a building
as it is now and the current value of building at time of IRB.

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections for 2009: (-) 3 Regular
NC 1 Regular
PP Div. Mgr. Juhan discussed with Board a letter received from Attorney Jerry
Rothchild in response to letter sent to Mark A. Williams with Columbus Regional
Health Care System.
PP Div. Mgr. Juhan discussed memo from Bob Clouatre in the tax office regarding
removing an employee?s name from a personal property account #06909701.
