SUBJECT: Department of Energy Propane Corridor Development Grant Program



INITIATED BY: Muscogee County Sheriff?s Office







Recommendation: Approval is requested to submit an application, and if

approved, accept a grant for $15,675 from Virginia Clean Cities/James Madison

University for the Department of Energy Propane Corridor Development Grant

Program via the American Recovery and Reinvestment Act of 2009 for vehicle

propane conversion for 11 additional Muscogee County Sheriff?s Office vehicles

and amend the Multi-Governmental Fund by the same amount awarded.



Background: Additional funds have been allocated to James Madison University

from the American Recovery and Reinvestment Act of 2009 to convert additional

vehicles to autogas (propane) throughout participating fleets in the

Southeast. The Sheriff?s Office is eligible to receive additional grant funds

of $15,675 to convert 11 additional vehicles to autogas / propane, bringing

the total fleet converted by this grant to 31 or $44,175 (labor cost). The

original propane corridor project grant funds was approved by Council

resolution 198-10 on June 8, 2010 for $28,500, and twenty vehicle conversions

were completed in October 2010.



Analysis: Funding of this grant will improve the air quality of the Southeast

Region, our dependence on foreign energy, vehicle longevity, and vehicle

maintenance costs.



Financial Considerations: The grant is for an additional $15,675 with no

matching funds. The funds will be used to convert 11 additional Muscogee

County Sheriff?s Office vehicles to propane bi-fuel vehicles.



Projected Annual Fiscal Impact Statement: The cost of participation in the

Propane Corridor Project Grant is free. Fuel savings in conjunction with

reduced vehicle maintenance / service cost is anticipated over the lifetime of

the vehicles.



Legal Considerations: Council is the approval authority for all grants.



Recommendations/ Actions: Authorization to accept additional grant funds from

James Madison University / Virginia Clean Cities for the Department of Energy

Propane Corridor Development Program via the American Recovery and Reinvestment

Act of 2009, and amend the Multi-Governmental Fund by the amount of the

additional grant award.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED ACCEPT

$15,675 IN ADDITIONAL FUNDING FROM JAMES MADISON UNIVERSITY / VIRGINIA CLEAN

CITIES COALITION FOR THE DEPARTMENT OF ENERGY PROPANE CORRIDOR DEVELOPMENT

PROJECT VIA THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 FOR VEHICLE

PROPANE CONVERSION FOR 11 ADDITIONAL MUSCOGEE COUNTY SHERIFF?S OFFICE VEHICLES

AND AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE AWARD.

WHEREAS, the grant period runs from September 6, 2009 to December 6, 2013, and

the Sheriff?s Office has been selected to receive $15,675 additional grant

funds to convert 11 additional vehicles to autogas / propane; and,

WHEREAS, on June 8, 2010 Council approved Resolution 198-10 to accept $28,500

grant funds from James Madison University / Virginia Clean Cities to convert 20

Sheriff?s Office vehicles; and,

WHEREAS, the grant amendment from James Madison University represents an

increase of $15,675 for a total of $44,175 to reflect 31 converted Sheriff?s

Office vehicles to expand participation in the Propane Corridor Development

Program by said amount.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager, or designee, is hereby authorized to submit an

application and if approved accept $15,675 additional funds, or as otherwise

awarded, from James Madison University / Virginia Clean Cities Coalition for

the Department of Energy Propane Corridor Development Grant Project via the

American Recovery and Reinvestment Act of 2009 for vehicle conversion for 11

additional Muscogee County Sheriff?s Office vehicles and amend the

Multi-Governmental Fund by the amount awarded.
