SUBJECT: Construction Administration and Construction Quality Assurance
Services (CQA)

Recommendation: Approval is requested to enter into an agreement with Jacobs
Engineering Group in the amount of $275,200 to perform CQA activities in
association with the construction of Phase 4 of Pine Grove Municipal Solid
Waste (MSW) Landfill.
Background: Jacobs Engineering Group is our consultant of record on a
multi-year contract for Environmental Services relating to landfills. They
designed Phase 4 of Pine Grove MSW Landfill. Jacobs obtained required permits
from the Georgia Environmental Protection Division for construction of Phase
4, prepared and monitored bid specifications, reviewed pre bid information to
eliminate bidders who were not qualified for the project and made
recommendations on the approval the successful bidder for Phase 4.
Analysis: The request is in line with the original contract for consulting
services between the Columbus Consolidated Government and Jacobs Engineering.
The original agreement was approved under RFP Number 11-0025 on 23 August 2011
by Resolution Number 283-11. Under the existing multi-year contract Jacobs will
provide services that are specifically noted within the contract. Other items
that may arise during the period of the contract that are not specifically
noted are handled on a case by case basis using the hourly costs provided in
the original contract. CQA of this landfill cell construction is something that
is not specifically named in the contract, thus a proposal is attached to
address this needed work.
Financial Considerations: $4,000,000 has been set aside for new cell
construction. The contract bid for Phase 4 cell construction is $2,584,954.25
leaving a balance of $1,415,045.75. The proposed CQA proposal is for $275,200.
Since Jacobs designed and obtained permits for the new cell construction, they
will be best suited for CQA on this project.
Projected Annual Fiscal Impact Statement: The completion of Phase 4 will allow
disposal of Putrescible waste for approximately 11 years before construction of
Phase 5 of Pine Grove MSW is required to begin.
Legal Considerations: Columbus is obligated to receive Putrescible waste from
the residents of Muscogee County. We are also charged with the proper disposal
of the waste in an approved manner. Without the construction the next phase of
Pine Grove Municipal Solid Waste Landfill (Phase 4), the City will be unable to
continue receiving waste from the citizens of Muscogee County when the existing
cells are full.
Recommendations/ Actions: Authorize the City Manager to enter into an
agreement with Jacobs Engineering Group in the amount of $275,200 to perform
CQA activities in association with the construction of Phase 4 of Pine Grove
Municipal Solid Waste (MSW) Landfill.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT BETWEEN THE
COLUMBUS CONSOLIDATED GOVERNMENT AND JACOBS ENGINEERING GROUP IN THE AMOUNT OF
$275,200 FOR CONSTRUCTION AND QUALITY ASSURANCE (CQA) SERVICES DURING THE
CONSTRUCTION OF PHASE 4 AT PINE GROVE MSW LANDFILL.
WHEREAS, Jacobs Engineering Group is our consultant of record on a multi-year
contract for Environmental Services relating to landfills, and Jacobs designed
Phase 4, obtained approval for construction from EPD, issued construction
documents, pre-qualified bidders and administered the bid process in
cooperation with Purchasing Division for the construction of Phase 4; and,
WHEREAS, Jacobs Engineering Group is the best qualified to administer
Construction Quality Assurance Services for the construction Phase 4; and,
WHEREAS, funding is available from money set aside for New Cell Construction.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby by authorized to enter into an agreement with
Jacobs Engineering Group for $275,200 for Construction and Quality assurance
(CQA) Services during the construction of Phase 4 at Pine Grove MSW Landfill.
