SUBJECT: Street Acceptance- City Service Center Complex



INITIATED BY: Engineering Department







Recommendation: Approval is requested for the acceptance of deeds for

those portions of Midtown Drive and Citizens Way located in part of Land Lot

96, Coweta Reserve on behalf of Columbus Muscogee County.



Background: Midtown Drive and portions of Citizens Way were developed

as part of the City Service Complex and in accordance with the Memorandum of

Understanding with the Muscogee County School District.



Analysis: Plats and deeds are currently being prepared for transfer of

portions of property currently owned by the Muscogee County School District and

Library. In order to get addresses assigned for the new City Service Center,

Natatorium and parking garage, the streets should be officially accepted by

Council for adding to the tax maps. Notices for the move of several

departments need to be posted and business documents, i.e. letterhead, business

cards, etc. need to be ordered. Upon approval by Council, the transfer of

property will be taken to the Muscogee County School Board for approval.

Coordination was made with all departments moving to the new facilities along

with Public Safety. It was decided in order to prevent confusion with the two

existing structures, MCSD Administration Building and Public Library fronting

on Macon Road, the access drive should be designated as a public street and

given a unique name common to all of the public facilities. The official

addresses will be 3111 Citizens Way for the City Services Center and 1601

Midtown Drive for the Natatorium and Parking Garage.



Financial Considerations: The extension of Midtown Drive and portions of the

proposed Citizens Way were constructed as part of the City Services Center

complex.



Projected Annual Fiscal Impact Statement: Maintenance will be assumed by the

City.



Legal Considerations: In accordance with Section 18-3 of the Columbus Code, all

dedicated right-of-way must be accepted by Council.

A RESOLUTION

NO. _____

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF DEEDS TO PORTIONS OF MIDTOWN DRIVE

AND CITIZENS WAY LOCATED IN PART OF LAND LOT 96, COWETA RESERVE, ON BEHALF OF

COLUMBUS GEORGIA.

WHEREAS, in accordance with a Memorandum of Understanding with the Muscogee

County School District and as part of the development of the City Services

Center Complex said streets or portions thereof were constructed; and,

WHEREAS, the Department of Engineering has inspected the streets and recommends

acceptance of the same; and,

WHEREAS, deeds and plats will be provided to the City transferring ownership of

said property from the Muscogee County School District and Library to Columbus,

Georgia and designating those appropriate portions as public streets and right

of ways; and,

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That certain deeds conveying Columbus, Georgia portions of Midtown

Drive and Citizens Way located at the City Services Complex located in Land Lot

96, Coweta Reserve and the same is hereby accepted and designated as public

streets. The Clerk of Council is hereby authorized to have said deeds recorded

in the Deed Records in the Office of Superior Court of Muscogee County,

Georgia.
