SUBJECT: HPP Funds for the Rails to Trails Project

Recommendation: Approval is requested to enter into an agreement for Project
Funding Activities Agreement to receive High Priority funding from the Georgia
Department of Transportation for Rails to Trails project.
Background: The Safe, Accountable, Flexible, and Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA-LU) was enacted August
10, 2005, by Congress, which includes projects that are identified as "High
Priority Projects." The local Congressional delegation sponsored the request
for Rails to Trails project CSSTP-0007-00 (563) - in the amount of $356,000.
Analysis: The projects are federally funded through the administration of the
Georgia Department of Transportation (GDOT). The funds will be used to help
leverage existing construction activities for the proposed rails to trails
projects. Construction funding from this grant will be made available for the
trail and bike paths in FY10.
Financial Considerations: Funding for this project will require a twenty (20)
percent match: Rails to Trails CSSTP-0007-00 (563) - $89,000.
Legal Considerations: The City will be required to adhere to all legal
requirements as established by the GDOT.
Recommendations/ Actions: Approval is requested to enter into an agreement
for Project Funding Activities Agreement to receive High Priority funding from
the Georgia Department of Transportation for Rails to Trails project.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE
GEORGIA DEPARTMENT OF TRANSPORTATION TO RECEIVE HIGH PRIORITY PROJECT FUNDING
FOR THE RAILS TO TRAILS PROJECT.
WHEREAS, the Safe, Accountable, Flexible, Efficient Transportation Equity Act:
A Legacy for Users (SAFETEA-LU) was enacted August 10,2005, by Congress, which
includes projects that are identified as "High Priority Projects"; and,
WHEREAS, the local Congressional delegation sponsored and received funding for
the Rails to Trails project CSSTP-0007-00 (563) - $445,000, and,
WHEREAS, the grant requires a 20 percent match, which shall be funded in the
amount not to exceed $91,000 for this project; and,
WHEREAS, the funds are administered by the Georgia Department of Transportation
and require that the City enter into a Project Agreement for Funding
Activities, which identifies how these funds will be used.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a Project Agreement
for Funding Activities with the Georgia Department of Transportation for "High
Priority Project'' funds for the Rails to Trails project CSSTP-0007-00 (563) -
$445,000, with a required 20 percent match not to exceed $91,000.
