PLANNING ADVISORY COMMISSION MEETING
August 15, 2007
A meeting of the Planning Advisory Commission was held Wednesday, August 15,
2007 in the Council Chambers on the Plaza Level of the Government Center.
Commissioners Present: Chairperson Karl Douglass, Vice Chairperson Joe
Alexander, Commissioners Chris Henson, Lucy Sheftall, Cathy Hodge and Ronny
Smith.
Staff Members: Will Johnson - Planning Department Chief, Tina Trant - Planning
Technician.
Commissioners Absent: Commissioners Gladys Ford, Michael Eddings and Scott
Boyce.
Others Present: Shirley Grantham, Gene Grantham, Jack Land, A. Patel, Chris
Peebles.
I. CALL TO ORDER: Chairperson Karl Douglass called the meeting to order at 9:00
a.m. He explained the rezoning process to the audience. Commissioner Smith
will be voting for Commissioner Boyce.
II. APPROVAL OF MINUTES: August 1, 2007. Commissioner Smith made a motion to
approve the minutes. Commissioner Hodge seconded. They were approved
unanimously.
III. ZONING CASES:
1. ZC0707-2: A request to rezone 1.45 acres located at 4640 Warm
Springs Road. The current zoning is NC (Neighborhood Commercial) zoning
district. The proposed zoning is GC (General Commercial) zoning district. The
property will be used as a convenience store with gas sales. Shirley Grantham
is the applicant.
Mr. Will Johnson read the Staff Report for this case. This case is consistent
with the Comprehensive Plan for Planning District 3. The Land Use Designation
shows Mixed Commercial / Industrial.
Policy Statements: Do not address.
It is compatible with existing land uses.
The property does not lie within a floodplain and floodway area. The developer
will need an approved drainage plan prior to issuance of a Site Development
Permit.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the
transportation network.
The site shall meet the codes and regulations of the Columbus Consolidated
Government for commercial usage.
School Impact: None.
Buffer Requirement:
20 feet with a certain amount of canopy trees, understory trees, and
shrubs/ornamental grasses per 100 linear feet.
10 feet with a certain amount of shrubs/ornamental grasses per 100 linear feet
and a wood fence or masonry wall.
30 feet undisturbed natural buffer.
Fort Benning Recommendation: None.
DRI Recommendation: None.
Twenty-nine (29) property owners within 300 feet were notified of this
rezoning request. The Planning Department did receive one phone call for
information concerning this rezoning request.
Conditions: A deceleration lane shall be required as determined by the City
Traffic Engineer..
Additional information: None.
Jack Land, representative of the applicant came to the podium. Mr. A. Patel
wants to buy this property to build a convenience store with gas sales. Mr.
Land asked why they would need a decel lane when they didn?t have enough
frontage. Mr. Land will contact Ron Hamlett, City Traffic Engineer.
Chairperson Douglass asked for discussion and a motion. Commissioner Henson
made a motion to approve this rezoning case because it is compatible with
existing land uses and a decel lane may be needed. Commissioner Alexander
seconded. It was approved unanimously.
2. ZC0707-3: A request to rezone 1.8 acres located at 4505 Buena
Vista Road. The current zoning is SFR2 (Single Family Residential 2) zoning
district. The proposed zoning is GC (General Commercial) zoning district. The
property will be used as a bank branch. Chris Peebles is the applicant.
Mr. Will Johnson read the Staff Report for this case. This case is consistent
with the Comprehensive Plan for Planning District 11. The Land Use Designation
shows General Commercial.
Policy Statements: Do not address.
It is compatible with existing land uses.
The property does not lie within a floodplain and floodway area. The developer
will need an approved drainage plan prior to issuance of a Site Development
Permit.

Fourteen (14) property owners within 300 feet were notified of this rezoning
request. The Planning Department did not receive any comments concerning this
rezoning request.

Traffic Engineer.
Additional information: None.
Chris Peebles, Senior Manager for Construction for Synovus, came to the
podium. They want to put a CB&T bank branch on this property. This area is
mostly commercial already. The house on this property has been vacant for a
long time and had been vandalized.
Chairperson Douglass asked for discussion and a motion. Commissioner Henson
made a motion to approve this rezoning case because it is compatible with
existing land uses and a decel lane may be needed. Commissioner Sheftall
seconded. It was approved unanimously.
