CONSENT AGENDA



(1) 2nd Reading - Rezoning property located at 2601 Manchester Expressway &

2602 Johnson Drive is proposed for rezoning from NC (Neighborhood Commercial)

District to GC (General Commercial) District. (38-A-06-Cummings) (Councilor

McDaniel) (The Planning Advisory Commission and the Planning Division recommend

approval.)



(2) 2nd Reading - Rezoning property located at 2419 Warm Springs Road is

proposed for rezoning from SFR2 (Single Family Residential 2) District to RO

(Residential Office) District. (39-A-06-Cummings) (Councilor McDaniel) (The

Planning Advisory Commission and the Planning Division recommend

approval.)



(3) 2nd Reading - An ordinance amending Section 20-13.11 of the Columbus

Code of Ordinances, extending the Uptown Parking Management and Enforcement

District to include the east side of 1st Avenue from the south curb of 9th

Street, running 160 feet south to the private driveway at 832 1st Avenue;

amending the map of the Uptown Parking Management District; and for other

purposes. (Councilor Hunter)



(4) FEDERAL AVIATION ADMINISTRATION GRANT - AIRPORT IMPROVEMENT PROGRAM:



Authorization is requested to submit an application and if approved

accept a $611,145 grant from the Federal Aviation Administration as co-sponsor

with the Columbus Metropolitan Airport. A report and resolution are attached.



There will be a post-council meeting directly after council meeting in the

Council Chambers Conference Room to discuss the following issue: Public Safety

Education Incentive.

(5) GRANT ? ACCEPTANCE OF HOMELAND SECURITY CRITICAL INFRASTRUCTURE PROTECTION:



Authorization is requested to submit an application and if approved a

Homeland Security Critical Infrastructure Protection non-matching grant in the

amount of $250,000 from the Georgia Office of Homeland Security for

maintenance, inventory and securing all equipment purchased through the

Homeland Security Critical Infrastructure Protection. An agenda report and

resolution are attached.





(6) STREET ACCEPTANCE ? WANDERING LANE AND VELPOE DRIVE:



Authorization is requested to accept a deed to Wandering Lane and Velpoe Drive

located in Section Three, Farrwoods Cove. The Department of Engineering has

inspected these streets and recommends the acceptance. An agenda report, map

and resolution are attached.







NON_ENCLOSURE, ACTION REQUESTED:



Three New Zoning Petitions:



(a) Petition submitted by Edward Calvin to rezone approximately 4.41 acres of

property located at 1151 & 1211 Floyd Road from an SFR2 (Single Family

Residential 2) District to an RMF2 (Residential Multi-Family 2) District.

(Recommended for denial by the Planning Advisory Commission and approval by the

Planning Department.) (51-A-06-Calvin)



(b) Petition submitted by Edward Calvin to rezone approximately 1.36 acres of

property located at 1137 Floyd Road from an SFR2 (Single Family Residential 2)

District to a GC (General Commercial) District. (Recommended for approval by

both the Planning Advisory Commission and the Planning Department.)

Scope of Bid

Provide all labor, equipment and materials to install new modified bituminous

membrane roofing systems at Fox Senior Center (3720 5th Ave) and Fire Station

#1 (205 10th St).



2. Evaluation Consultant Services for the Columbus Children, Youth and Family

Coalition, Inc. (CCYFC) (Annual Contract) ? RFP No. 07-0001

Scope of Bid

The Columbus Children, Youth and Family Coalition, Inc. (CCYFC) is

looking for an Evaluation Consultant to help evaluate collaborative strategy

implementation and strategy results for child abuse and neglect.



September 6, 2006

1. Hydraulic Trash Loaders ? RFB No. 07-0005

Scope of Bid

Provide one (1) hydraulic trash loaders to be used by the Integrated Waste

Division of the Public Services Department. The Peterson ?Lightning Loader?

and the "Holmac Pac-Mac? models are currently in the City?s Fleet. Mechanics

and operators are trained and familiar with these models. Therefore, these

models are preferred.



2. Recycling Collection Truck ? RFB No. 07-0006

Scope of Bid

Provide one (1) recycling collection trucks with mounted Kann Trough Loader

body (or equal) to be used by the Recycling Division.



3. Refuse Truck ? RFB No. 07-0008

Scope of Bid

Provide two (2) 25-yard and one (1) 16-yard refuse collection trucks to be used

by the Solid Waste Collection Division of the Public Services Department and

the Parks Services Division of the Parks and Recreation Department.

4. Uniform Dress Shoes & Boots (Annual Contract) ? RFB No. 07-0001

Scope of Bid

Provide uniform dress shoes & boots on an ?as needed basis? to various

departments of Columbus Consolidated Government (the City). To accommodate

walk-in service on some occasions, successful bidder shall have a business

located within a 25-mile radius of Muscogee County. The contract term will be

for two years, with the option to renew for three additional twelve-month

periods.



5. Heating & Refrigeration Supplies (Annual Contract) ? RFB No. 07-0009

Scope of Bid

Provide heating and refrigeration supplies on an ?as needed basis? to

be picked up and delivered to Columbus Consolidated Government. The term of

the contract shall be for two (2) year period, with the option to renew for

three (3) additional twelve-month periods, if agreeable to both parties.



September 13, 2006

1. Variflow Air filters ? RFB No. 07-0010

Scope of Bid

Provide Variflow (or equivalent) VSC-MB-813, VXC-MB-SP, VSC-MB-804, VSC-MB-803

and VSC-MB-815 air filters to Columbus Civic Center.



2. Sewer Truck ? RFB No. 07-0011

Scope of Bid

Provide one (1) cab and chassis with a combination sewer-cleaning machine to be

used by the Rainwater Management Division of the Public Services Department.
