MINUTES # 03-06
The Columbus, Georgia, Board of Tax Assessors met Wednesday, January 18,
2006, at 2:00PM with Chairman William Braxton, Assessors Ann Grantham and Pat
Hunter present. Also present was Interim Chief Appraiser Betty J. Middleton.
Assessor Richard Stallings was absent.
Assessor Ann Grantham made a motion to approve Minutes # 02-06, Assessor Pat
Hunter seconded the motion, motion carried unanimously
The Board approved an assessment correction for real estate.
The following VA letters of application for VA exemption were reviewed and
approved:
Beaty - 088 050 009
Douglas - 180 021 028
Franks - 179 007 008
Gill - 133 005 015
Graphenreed - 181 024 014
Holman - 030 016 020
McNeil - 181 023 005
Richmond - 101 019 020
Met with Mr. Jacobs representing Calvary Assembly of God of Columbus regarding
a request for non-taxability for Parcel ID 080 001 027 for tax year 2004. The
Board took no action, however, they would check with the Department of Revenue
concerning prior year?s request for non-taxability.
Met with Mrs. Rumer representing Columbus for Kids, Inc. regarding a request
for non-taxability for Parcel ID 080 001 001. Mrs. Rumer explained that the
property would be used for future development. Assessor Ann Grantham made a
motion to deny the request for non-taxability for 2006 since the parcel is
unimproved land and separate from the property (parcel ID 080 001 080) used by
Columbus for Kids, Inc. and the property in question is not primarily used as
part of the operation of the organization. Assessor Pat Hunter seconded the
motion, motion carried by the members present.

Met with Mrs. Bennett, Mr. Frady and Ms. Lawrence regarding personal property
account # 06594001. Mrs. Bennett said she closed her business license in 2004
and some of the merchandise was moved to the Buena Vista Rd location and some
of the merchandise was donated to Goodwill. Our records show that Mrs. Bennett
submitted a late reporting form for 2005 and did not close the business license
until January 2006. Assessor Ann Grantham made a motion to leave the 2005
assessment in place; Assessor Pat Hunter seconded it, motion carried by the
members present.
Met with Mr. Thomas representing Evangel Temple Inc. regarding a request for
non-taxability for Parcel ID 188 029 046. Mr. Thomas said the property is used
as a home for ministers, missionaries or families in need. He said no income is
received from this property and it would not be rented out. The Board approved
tax exempt status for the year 2006.
Met with Residential Division Chief Bob O?Brien, reviewed and approved the
following:

Met with Commercial Division Linda King, reviewed and approved the following:

Commercial Chief Linda King presented the results of a field review for parcels
005 012 020, 005 012 019, 005 012 018A, 005 012 001 and 005 012 002. The Board
approved tax exempt status for parcels 005 012 020 and 005 012 019; and denied
the request for non-taxability for parcels 005 012 018A, 005 012 001 and 005
012 002.
Met with Personal Property Division Chief Oliver Juhan, reviewed and approved
the following:

The Board discussed the recommendation for the personal property bond regarding
DNA. The Board asked to bring back the final valuations next week.
