SUBJECT: 2016 GSAR Memorandum of Agreement



INITIATED BY: Columbus Fire and EMS Department





Recommendation: Approval is requested to renew the Georgia Search and Rescue

Memorandum of Agreement provided by the Georgia Emergency Management

Agency.



Background: A mutual aid agreement is required to be signed by any

participating parties in order for the Georgia Search and Rescue Task Force 4A,

based in Columbus under the direct control of the Columbus Fire and Emergency

Medical Services, to respond and render assistance. The original agreement was

signed on November 27, 2012.

This team was formed to improve responses to heavy rescue emergencies to the

citizens of Columbus and surrounding counties. Heavy search-and-rescue involves

the location, rescue (extrication), and initial medical stabilization of

victims trapped in confined spaces. Structural collapse is most often the cause

of victims being trapped, but victims may also be trapped in transportation

accidents, mines and collapsed trenches.

Currently in the state of Georgia, there are 5 GSAR Teams. They are located at:

? Georgia SAR Coastal - Glynn County and City of Savannah

? Georgia SAR Central - Macon/Bibb County and Houston County

? Georgia SAR Metro - Cobb, DeKalb, Fulton, Gwinnett, and Clayton Counties, and

City of Atlanta

? Tifton SAR South

? Columbus SAR West Central Georgia

The GSAR teams will be able to respond to incidents across the state under

mutual aid, but the local jurisdictions will own the vehicles and equipment.

The goal of the GSAR teams is to have a four-hour response capability anywhere

in the state.

Analysis: The state has provided the funding for training and equipment for

this program. This will be a renewal to the original agreement.



Financial Considerations: No financial considerations



Legal Considerations: The Columbus Consolidated Government is eligible to

participate in this program



Recommendation/Action: Approval is requested to renew the Georgia Search and

Rescue Memorandum of Agreement provided by the Georgia Emergency Management

Agency.

A RESOLUTION TO APPROVE A RENEWED GSAR MEMORANDUM OF AGREEMENT WITH THE CITY OF

COLUMBUS AND THE GEORGIA EMERGENCY MANAGEMENT AGENCY.



WHEREAS, a mutual aid agreement is required to be signed by any participating

parties in order for the Georgia Search and Rescue Task Force 4A, based in

Columbus under the direct control of the Columbus Fire and Emergency Medical

Services, to respond and render assistance.



WHEREAS, this document is adapted from the Georgia Emergency Management Agency

document that is currently in effect and due for renewal.



WHEREAS, the Georgia Search and Rescue Team Memorandum of Agreement must be

adopted by the Council of Columbus, Georgia to be valid and in effect.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



To approve the Georgia Search and Rescue Mutual Aid Agreement.
