I. RELEASE OF RESTRICTIVE CLAUSE ON PROPERTY LOCATED AT 18 11TH STREET:



Approval is requested to release a restrictive clause included in the warranty

deed on the property located at 18 11th street. The restrictive clause was

added to the Warranty deed stating the City reserves the right to utilize 4,594

square feet of the first floor of the building for office space on a rent and

maintenance free basis for a period of five years from July 1, 2001. The City

no longer occupies the first floor of the building and this will allow Columbus

Housing Initiative to dispose of this building and relocate to a new office

building that will be constructed on the corner of Veterans Parkway and 6th

Street.





II. QUIT CLAIM 601, 605, 611 VETERANS PARKWAY AND 311 AND 315 6TH STREET TO

NEIGHBORWORKS COLUMBUS, INC.: (DELAYED)



Approval is requested to quit claim the properties located at 601, 605, 611

Veterans Parkway and 311 and 315 6th Street to Neighborworks Columbus, Inc. per

the contract entered into in 2014 for the administration of an owner-occupied

rehab program. Neighborworks is requesting the properties be quit claimed in

order to construct their new office building at this location.





III. WYNNTON ROAD STREETSCAPES LOCAL GOVERNMENT LIGHTNING PROJECT AGREEMENT:



Approval is requested to enter into a Local Government Lighting Project

Agreement (LGLPA) with the Georgia Department of Transportation (GDOT) for the

purpose of providing the energy, operation and maintenance of the lighting

system that will be installed under the Wynnton Road Streetscape Project from

Brown Avenue and 13th Street.





IV. STREET ACCEPTANCE - THAT PORTION OF TOWNES WAY LOCATED IN SECTION FOUR, THE

TOWNES AT SONOMA POINTE:



Approval is requested for the acceptance of that portion of Townes Way located

in Section Four, The Townes at Sonoma Pointe. The Department of Engineering

has inspected these streets and recommends the acceptance. No city funds are

involved until maintenance is assumed after the two-year warranty.





V. ROADSIDE ENHANCEMENT AND BEAUTIFICATION COUNCIL GRANT:



Approval is requested to accept funds in the amount of $32,657 from the Georgia

Department of Transportation's Roadside Enhancement and Beautification Council

for the purpose of landscaping the southwest corner of 2nd Avenue and 18th

Street, with no local match required.





VI. BRIGHT FROM THE START:



Approval is requested to submit an application and if approved accept $140,000

or the amount awarded from the Georgia Department of Early Childcare and

Learning Bright from the Start to continue the Child and Adult Care Food

Program and amend the Multi-Government Grant Funds by the amount awarded. The

grant will cross over 2017 and 2018 Fiscal Years.

VII. DEBT MANAGEMENT POLICY:



Approval is requested to adopt a Debt Management Policy that provides written

guidelines, allowances, and limitations which will be used to direct the debt

issuance practices of governmental entities.





VIII. 2016-17 VICTIMS OF CRIME ACT (VOCA) COMPETITIVE GRANT # 1:



Approval is requested to authorize the District Attorney?s Victim-Witness

Assistance Program to submit and if approved, accept a grant for $46,227 from

the Criminal Justice Coordinating Council along with $8,668 from the 5% Crime

Victim Surcharge Fund allocated in the FY17 Budget to provide funding for Crime

Victim Assistance in the Chattahoochee Judicial Circuit from October 1, 2016 to

September 30, 2017. Along with an additional In-Kind Match of $2,889 to be

contributed by volunteer hours, it is requested that the multi-governmental

fund be amended by the amount awarded plus the local match.





IX. 2016-17 VICTIMS OF CRIME ACT (VOCA) COMPETITIVE GRANT # 2:



Approval is requested to authorize the District Attorney?s Victim-Witness

Assistance Program to submit and if approved, accept a grant for $45,776 from

the Criminal Justice Coordinating Council along with $8,583 from the 5% Crime

Victim Surcharge Fund allocated in the FY17 Budget to provide funding for Crime

Victim Assistance in the Chattahoochee Judicial Circuit from October 1, 2016 to

September 30, 2017. Along with an additional In-Kind Match of $2,861 to be

contributed by volunteer hours, it is requested that the multi-governmental

fund be amended by the amount awarded plus the local match.

Approval is requested to authorize the District Attorney?s Victim-Witness

Victim Surcharge Fund allocated in the FY17 Budget to provide funding for Crime

Victim Assistance in the Chattahoochee Judicial Circuit from October 1, 2016 to

September 30, 2017. Along with an additional In-Kind Match of $2,861 to be

contributed by volunteer hours, it is requested that the multi-governmental

fund be amended by the amount awarded plus the local match.





XI. 2016-17 VICTIMS OF CRIME ACT (VOCA) COMPETITIVE GRANT # 4:



Approval is requested to authorize the District Attorney?s Victim-Witness

Assistance Program to submit and if approved, accept a grant for $6,500 from

the Criminal Justice Coordinating Council along with $1,219 from the 5% Crime

Victim Surcharge Fund allocated in the FY17 Budget to provide funding for Crime

Victim Assistance in the Chattahoochee Judicial Circuit from October 1, 2016 to

September 30, 2017. Along with an additional In-Kind Match of $407 to be

contributed by volunteer hours, it is requested that the multi-governmental

fund be amended by the amount awarded plus the local match.





XII. 2016-17 VICTIMS OF CRIME ACT (VOCA) COMPETITIVE GRANT # 5:



Approval is requested to authorize the District Attorney?s Victim-Witness

Assistance Program to submit and if approved, accept a grant for $25,000 from

the Criminal Justice Coordinating Council allocated in the FY17 Budget to

provide funding for Crime Victim Assistance in the Chattahoochee Judicial

Circuit from October 1, 2016 to September 30, 2017. Along with a 20% Total

Match of $6,250 all in the form of an In-Kind Match of volunteer hours, it is

requested that the multi-governmental fund be amended by the amount awarded

plus the local match.





XIII. 2016-17 VICTIMS OF CRIME ACT (VOCA) COMPETITIVE GRANT # 6:



Approval is requested to authorize the District Attorney?s Victim-Witness

Assistance Program to submit and if approved, accept a grant for $46,227 from

the Criminal Justice Coordinating Council along with $8,668 from the 5% Crime

Victim Surcharge Fund allocated in the FY17 Budget to provide funding for Crime

Victim Assistance assigned to assist MCSO which is part of the Chattahoochee

Judicial Circuit from October 1, 2016 to September 30, 2017. Along with an

additional In-Kind Match of $2,889 to be contributed by volunteer hours, it is

requested that the multi-governmental fund be amended by the amount awarded

plus the local match.





XIV. 2016-17 VICTIMS OF CRIME ACT (VOCA) COMPETITIVE GRANT # 7:



Approval is requested to authorize the District Attorney?s Victim-Witness

Assistance Program to submit and if approved, accept a grant for $46,227 from

the Criminal Justice Coordinating Council along with $8,668 from the 5% Crime

Victim Surcharge Fund allocated in the FY17 Budget to provide funding for Crime

Victim Assistance assigned to provide information and victim assistance by

appearing at Recorders Court which is part of the Chattahoochee Judicial

Circuit from October 1, 2016 to September 30, 2017. Along with an additional

In-Kind Match of $2,889 to be contributed by volunteer hours, it is requested

that the multi-governmental fund be amended by the amount awarded plus the

local match.
